It opens with a message from Foreign Affairs Minister Sabah Al-Ahmed Al-Jabir Al-Sabah. He acknowledges the present global instability (without naming the Oil Crisis), underlines Kuwait's commitment to international and regional organisations (the UN, Arab League, Non-Aligned Movement), cooperation with other Gulf states, addressing the Palestinian problem (which "occupies a privileged place in Kuwait's foreign policy"), and outlines areas of cooperation with France.
