This scarcity, on the one hand, necessitates the expansion and development of economic resources and, on the other hand, imposes two constraints on their use. The first of these is that relative stability must be maintained through the attainment of an equilibrium between the supply of resources and the claims on them so as to avoid prolonged macro-economic imbalances and the problems associated with such imbalances, However, every society also professes certain socio-economic goals.Therefore, the second constraint is that stability must be attained in such a manner that the goals society concerned are also optimally realised. It is generally agreed that stability and goal-realisation are both necessary for the continued health and development of an economy.
