Without them history cannot be written?at least accurately. In preserving such materials, a society proves its commitment to the values on which it has been built, and it is from these records that posterity will make its judgments. The Presidential Libraries Act of 1955 gave statutory recognition to the special importance attached to the preservation of the papers and other historical materials of the Presidents of the United States, together with the papers of their associates and contemporaries. The Dwight D. Eisenhower Library, which was opened for research in 1966, contains not only the papers and files of President Eisenhower but scores of collections of the personal correspondence, diaries, and other historical papers of the men and women who served with him or who played important roles during his Administration. The aim of these two volumes is to survey the major events of Dwight Eisenhower's years in the White House through such primary material? most of which is available exclusively at the Eisenhower Library, Abilene, Kansas. When historians deal with a collection as voluminous as the one in Abilene, serious consideration must be given to methodology. Early in the preparatory stages of these two volumes, we realized that it would be impossible to review in detail the more than 15,000,000 documents that comprise the Eisenhower Papers. Our first step was to familiarize ourselves with all available secondary sources before attempting even a preliminary outline. Then, we spent several months devising chapter titles and appropriate subdivisions. When we arrived at the Eisenhower Library, we already had many specific topics in mind. To be sure, we were ready to revise and alter them. Since it would have been impossible for us to read every document in the library, we surveyed the "shelf lists' '?preliminary inventories compiled by the Library?of the Eisenhower official files, general files, and personal papers.
