Begun in the reign of William IV, and built to the plans of Sir Charles Barry, it was not completed until 1870, when it was fairly regarded as a masterpiece of mid-Victorian archtecture. Few, however, would guess at the wry history that lies within its walls: a history of construction and subsequent desecration which the members of the 'mother of parliaments' have, with their own special skill or folly, stage-managed throught the years. As a tale of bumbledom, this story stands as a classic. The Victorian members knew, and eventually got, what they wanted by a mixture of meanness and bad faith which reduced those who worked on that building to misery. The members of today, on the other hand, lavish with nothing but tax-payers money, have little idea of what they require and have succeeded only in mutilating further Sir Charle Barry's masterpeice. The building and alteration of the New Palace, however, is not without its humorous side. The fight between the eccentric Dr. Reid who wished to use one third of thhe interior for his air conditioning, and Sir Charles is wittily told by the author Sir Barnett Cocks who remains ever aware if the underlying irony that this legislature, so copied around the world, is quite unable to set its own house in order.
