Printed in St. Petersburg in 1866, the present publication reproduces in English the imperial legislation approved by Tsar Alexander II on 9 February 1865 (21 February according to the Gregorian calendar), regulating the taxes, certificates, licences and privileges associated with the exercise of commercial and industrial activities throughout the Russian Empire. The legislation belongs to the extensive programme of administrative and economic reform undertaken during the reign of Alexander II (1855-1881). Following the emancipation of the serfs in 1861, the imperial government sought to modernise important aspects of Russia's institutional and economic organisation. The regulation of trade, the classification of commercial occupations, the fiscal obligations of merchants and the administration of commercial licences formed part of this wider effort to establish clearer and more systematic rules for economic activity. The law revised and clarified provisions introduced in January 1863. It distinguished between wholesale, retail and petty or itinerant commerce, established different categories of merchants and trading establishments, and prescribed the certificates and licence tickets required to conduct business legally. Its provisions extended to the importation and exportation of goods, the employment of commercial clerks, the privileges attached to merchant status, the payment and collection of commercial taxes, official supervision and the penalties incurred for infringements of commercial legislation. The publication is especially revealing as a document of the international commercial environment of nineteenth-century St. Petersburg. Its appearance in English suggests an intended readership among British and other English-speaking merchants, commercial agents and trading houses operating in Russia, for whom an accessible translation of the relevant legislation would have been of considerable practical value. The title-page nevertheless explicitly warns that ?The russian text alone is to be considered as the law?, carefully distinguishing the informational utility of the translation from the legal authority of the Russian original. Particularly noteworthy for the history of the book trade is the provision exempting certain book-related enterprises from commercial taxation. Article 4 of the original Russian legislation exempted circulating libraries throughout the Empire, together with bookshops established in towns and rural settlements outside the two imperial capitals, St. Petersburg and Moscow, from the commercial duties imposed by the regulation. This geographically differentiated treatment of bookselling is a significant illustration of the relationship between fiscal policy and the dissemination of printed culture in nineteenth-century Russia. By reducing the financial obligations of booksellers outside the principal metropolitan centres, the legislation afforded provincial bookselling enterprises a fiscal advantage, at a time when the expansion of commercial distribution networks was contributing to the development of the Russian provincial book market. The volume is consequently of interest not only to historians of Russian commercial legislation and economic administration, but also to scholars concerned with the institutional history of bookselling, the circulation of print. …
