L'auteur s'insurge ici contre les conséquences de cette loi : concurrence, spéculation et dérives boursières qui fragilisent le milieu sidérurgique. Ingénieur des Mines, Adrien Chenot (Bar-sur-Aube, 1803 - Paris, 1855), est connu pour ses inventions en métallurgie et ses recherches sur les gaz manufacturés dont le monoxyde de carbone.
