ICT has become a transversal axis of all formative action. The new technological space is a vehicle and promoter of transformations in education and a challenge for trainers. This technological development imposes innovation and demands the constant updating of techniques and professional resources in all areas, with the teaching field being particularly sensitive. In Angola, the approach of Higher Education by competencies is based on the constructivist models of cognitive, psychosocial and sociocultural development in correspondence with the approaches proposed by UNESCO, which imply the development of ICT competencies based on its standards in educational centers at all levels. Universities, being open educational systems, cannot be oblivious to the changes occurring in their environment, so they take into consideration the needs of social policies, where the importance of having ICT skills for personal and social development is pointed out.
