Norbert Wolf se graduó en historia del arte, lingüística y estudios medievales en las universidades de Ratisbona y Múnich. Obtuvo su doctorado en historia del arte en 1983. En 1992 escribió su tesis profesoral en Munich, sobre los retablos tallados del siglo XIV. Posteriormente ha sido profesor visitante en Marburgo, Fráncfort del Meno, Leipzig, Düsseldorf, Erlangen-Núremberg e Innsbruck.
