Carlo Carraro is Professor of Econometrics and Environmental Economics, University of Venice, and Director of Research of the Fondazione ENI Enrico Mattei (FEEM), Venice. A. Denny Ellerman is Senior Lecturer at the Sloan School of Management, Massachusetts Institute of Technology.
