This work, unknown to Lowndes, is further remarkable for containing the first account, so far as we know, of the actual operation of the submarine boat, it giving a description of 'the diving boat which at Norfolk, U.S.A., tried to destroy the Ramillies'" (Sargent, The French Revolution and Napoleon in Literature and Caricature, p. 25).".
