This book is the 18th annual report submitted by the Interstate Commerce Commission to Congress and covers the year ending June 30th, 1904. The report outlines the ways in which the Act to Regulate Commerce, including its amendments, governs the industry of transportation by rail and water. It also presents the ways in which the Interstate Commerce Commission regulates rates and charges for services by common carriers engaged in the transportation of both passengers and freight. Of particular interest are the sections addressing the prevalence of accommodations for private rail cars and the impact their use has on freight. Common carrier treatment of these private rail car services is examined, with several examples of abuse outlined, as well as possible solutions. Recommendations are made as to how those abuses should be addressed. Additionally, the report explores the use of "terminal railroads" by large corporations and concludes that this was another means of securing secret rebates and unfair advantages at customers' expense.
