The code was based largely on the laws of Illinois, where many of the early Mormon settlers had originated, and reflected the religious and social values of the Mormon community. It remained in effect until 1852 when the territory was formally organized by Congress. An Accouint of the first session of the Territorial Legislature and one of the earliest imprints in the new Territory. This copy enhanced by the signature of Justus Cornelius Ramsey. Justus was the younger brother of Territorial Governor Alexander Ramsey and a delegate to this first session of the Legislature. He later became a successful businessman and after his death endowed a St. Paul orphanage.
