He is the author of nineteen books, including A History of Chemical and Biological Weapons, and Chemical Warfare and Weapons of Mass Destruction: Prospects for Proliferation. Biological warfare, also known as germ warfare, is the use of biological toxins or infectious agents such as bacteria, viruses, insects, and fungi with the intent to kill, harm or incapacitate humans, animals or plants as an act of war. Biological weapons (often termed "bio-weapons", "biological threat agents", or "bio-agents") are living organisms or replicating entities (i.e. viruses, which are not universally considered "alive"). Entomological (insect) warfare is a subtype of biological warfare. Offensive biological warfare in international armed conflicts is a war crime under the 1925 Geneva Protocol and several international humanitarian law treaties. Chemical warfare (CW) involves using the toxic properties of chemical substances as weapons. The use of chemical weapons in international armed conflicts is prohibited under international humanitarian law by the 1925 Geneva Protocol and the Hague Conventions of 1899 and 1907. Following the 9/11 attacks and the anthrax letters that appeared in their wake, the threat posed by the widespread accessibility of chemical and biological weapons has continually been used to stir public fear and opinion by politicians and the media alike. In Chemical and Biological Weapons, Edward M. Spiers cuts through the scare tactics and hype to provide a thorough and even-handed examination of the weapons themselvesâ"the various types and effectsâ"and their evolution from World War I to the present. Spiers describes the similarities and differences between the two types of weapons and how technological advancements have led to tactical innovations in their use over time.
