This book delves into the Elberfeld System, a German poor relief system that has been studied and admired for its effectiveness since its inception in the mid-1800s. The system's main innovation was to recruit unpaid volunteers from the community to investigate applicants' circumstances and assist them with support and advice, resulting in a marked reduction in welfare dependency. The book provides a detailed examination of the system, its origins, and its impact, offering valuable insights into the challenges and opportunities of poverty alleviation. By exploring the historical context and theoretical underpinnings of the Elberfeld System, the book sheds light on the ongoing debate about the most effective ways to assist those in need.
