This book analyzes the debate between Webster and Hayne on nullification, and argues that the Constitution created a perpetual, indissoluble nation with supreme authority over its constituent states, not a dissoluble agreement between independent sovereign nations. The author examines the historical context of the debate, the intent of the framers of the Constitution, the exercise of national power by the government, and the meaning of the Virginia Resolutions. The book concludes that Webster's view of the Constitution as a perpetual, indissoluble nation is correct, and that the doctrine of nullification and secession is fundamentally flawed.
