First proposed in 1903, by Joseph Chamberlain, it was designed to change the UK's system of free trade to one of protectionism and Imperial preference. This would, the author argues, help to secure a hold on markets in the colonies that were vital to British manufacturing, and assist in countering the growing competition from other industrial nations with protectionist systems, such as Germany and the United States.
