The rapid growth of international trade, financial flows, direct investments, migration, tourism, and communication flows over the last 50 years has sharply boosted global interdependence and increased the scope for intervention by global institutions. However, at the same time, globalization has de facto reduced the effectiveness of the interventions by global institutions and created the need for new, different types of interventions. Global institutions have indeed experienced a gradual erosion of their capacity to 'govern'. The IMF now controls only 2 per cent of the world's liquidity and is able to impose some monetary discipline only on a few developing countries while its abili.
