It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. Demographers relied almost exclusively on demographic transition theory as their para digm for understanding the role of development in population change and fertility decline. Conversely, most development economists and other specialists were certainly aware of the constraints placed upon development objectives by population growth. However, the main de velopment theories paid little attention to population and the implica tions of population growth for development. Indeed it was not until after the World Population Conference in Bucharest in 1974 that the interaction of population and development became a serious and pur posive theme for social scientific study. Accordingly, since about the mid-1970s, an extensive literature in the field of population and develop ment has been generated. And in 1975, under the auspices of The Popu lation Council, the journal Population and Development Review was found ed, a journal which in the past decade has developed into the premier publication in the world for work in this area. But our understanding of development as it refers to change in Third World countries remained fragmented. Moreover, our understanding of the linkages and interac tions between population and development was very limited. This, I think, gives an indication of how difficult it can be to conceive of organizations which do not have a hierarchical structure. The study of the optics and spectroscopy of activated crys stals has continued to grow. The development and first remarkable successes of light scattering by impurities in crystals have occurred in the comparatively short time since my original book was sent to press. After experimental observation of the sidebands (wings) in impurity infrared absorption spectra, interest in these spectra as a source of information on the vibrations of a crystal in the neigh borhood of an impurity has increased significantly. There have been tremendous advances, both in methodology and in conceptualization, yet the literature is scattered in journals encompassing many disciplines. In particular, there have been only very limited attempts to write about the philosophical, conceptual, and controversial issues in this field; to pull together diverse findings; and to provide some general perspective on its future. As will probably be apparent, I am a clinical psychiatrist who also has a fundamental interest in animal behavior, especially primate social behavior. I entered the field from a clinical research standpoint to devel op some animal models of depression after being stimulated to do so by Dr. William Bunney, then at the National Institute of Mental Health and now at the University of California-Irvine. The field has grown rapidly since then and there is considerable research activity. Indeed, the re search activity has grown more rapidly than our conceptualization of what animal models are and are not. Animal preparations are now available for studying specific aspects of certain types of psychopathology. Unfortu nately, its development for analog electronic circuits is still in its Stone Age. The engineer's intuition is still the most powerful tool used in the industry! There are two reasons for this. One is that there has been no pressing need from the industry. Analog circuits are usuaIly small in size. Sometimes, the engineer's experience and intuition are sufficient to fulfill the need. The other reason is that there are no breakthrough results from academic re search to provide the industry with critical ideas to develop tools. This is not because of a lack of effort. Both academic and industrial research groups have made major efforts to look into this problem. In 1959, two of us (Lifshits and Kaganov) pub lished a review of the mechanics of electrons with a complex dispersion law. About that time, geometrical terms such as extremal sections, curvatures, diameters, limiting points began to appear in papers on the electron theory of metals. With their excitingly shaped figures, papers on the electron theory of metals began to resemble catalogs of exhibitions of abstract or ultramodern sculpture. The modern theory of metals was passing through its romantic period. Each newly interpreted Fermi surface and each discovery of a new structure sensitive phenomenon was an emotional experience for the authors and readers alike. The atti tude of the theoreticians was epitomized by phrases such as 'This method or this phenomenon can be used to reconstruct the Fermi surface . . . ,' which were found at the end of almost every paper on the electron theory of metals. The experimentalists selected convenient meth ods, being guided not so much by the elegance of a particular method as by its experimental capabilities. Gradually, the romantic approach gave way to a systematic activity, which re sulted in the interpretation of the energy spectra of the majority of metals. Tokamaks were proposed and first built at the Kurchatov Institute of Atomic Energy. In the 1960s the basic features of plasma behavior in toroidal magnetic confinement systems were investigated in ex periments on the first tokamaks and the possibility of obtaining effective confine ment in them was demonstrated. The successes of this first stage led to a rapid ex pansion in tokamak research around the world. The development of a thermonu clear power reactor based on the tokamak is now actively under way. During the earliest phase of research on tokamaks, it was already clear that the ohmic heating used in them was not sufficient to obtain the temperatures needed for initiation of a self-sustaining thermonuclear reaction. At the beginning of the 1970s, therefore, a search was begun for methods of heating which could supple ment ohmic heating. Over 200 persons from eight countries attended the program, which consisted of 24 oral presentations and 38 poster presentations. Forty-two of those presentations have been included in this volume. The conference was sponsored by the Armed Forces Radiobiology Research Institute, located in Bethesda, Maryland. The effects of radiation on lipid synthesis and membrane damage are aptly summarized in the first five chapters. These chapters describe the effects of radiation on lipid peroxidation of model membranes, and the role of lipid composition in mammalian cell death and in bacterial radio- and thermosensitivity. In bacteria, lipid peroxidation is not essential for radiation-induced cell death. One of the key points of the conference was the paradoxical nature of the radiobiology of eicosanoids. On the one hand, eicosanoids are mediators of damage; on the other, they are radioprotective agents. It is clear from the literature and from the data presented at the conference that both of these properties may also be observed as a consequence of radiotherapy.
