The workshop Organizers were Robert Paige, John Reif, and Ralph Wachter. The workshop was sponsored by the Office of Naval Research under grant number N00014-90-J-1421. There were 44 attendees, 28 presentations, and 5 system demonstrations. All attendees were invited to submit a paper for publication in the book. Each submitted paper was refereed by participants from the Workshop. The final decision on publication was made by the editors. There were several motivations for holding the workshop and for publishing papers contributed by its participants. Transformational programming and parallel computation are two emerging fields that may ultimately depend on each other for success.

A thorough understanding of the physical mechanisms leading to hot-carrier related degradation of MOS transistors is a prerequisite for accurate circuit reliability evaluation. It is also being recognized that important reliability concerns other than the post-manufacture reliability qualification need to be addressed rigorously early in the design phase. The development and use of accurate reliability simulation tools are therefore crucial for early assessment and improvement of circuit reliability : Once the long-term reliability of the circuit is estimated through simulation, the results can be compared with predetermined reliability specifications or limits. If the predicted reliability does not satisfy the requirements, appropriate design modifications may be carried out to improve the resistance of the devices to degradation.

Our intent is a volume on mental health policy in the United States, most notably our de facto policies, as indicated by empirical data. The book gives a broad perspective of mental disorders and mental disorder treatment in general hospitals in the United States. The audi ence that we ho pe to reach is those interested in mental health policy, planning, and treatment alternatives. The issues raised in this book are germane to anyone who is concerned with the problems that beset those see king treatment for mental or substance abuse disorders. In economic life, people have identical interests¿namely, their own se- interests¿so they have an incentive to compete. The social worlds that we create, or map, and those that are already mapped for us are increasingly complex, and thus the tracking of rationality is not so straightforward, although it is everywhere evident. In a sense, this book grew out of two questions: Why hasn't the United States had a second revolution Or is the revolution yet to come Many have discussed the current crises that confront contemporary society, such as great economic inequalities, poverty, the declining quality of jobs, the growing power of corporate elites, and racial antago nisms. I attempt to understand these problems in terms of the radical restructuring of social life by economic and spatial forces. My specula tive thesis is that social organizations must reinforce social contracts and nurture the opportunities for them to be forged. However, contemporary organizations, particularly economic ones, have internalized the princi ples of economic markets, thereby inducing competition and easing out cooperation. In defining social contracts, I draw from Rousseau and also from Marx and his analysis of use value. One hopes that new organiza tional forms based on principles of democracy and community will evolve. As a result, Bayesian approaches to solving a wide variety of problems in data analysis and decision-making have become feasible, and there is currently a growth spurt in the application of Bayesian methods. The purpose of this volume is to present several detailed examples of applications of Bayesian thinking, with an emphasis on the scientific or technological context of the problem being solved. The papers collected here were presented and discussed at a Workshop held at Carnegie-Mellon University, September 29 through October 1, 1991. There are five ma jor articles, each with two discussion pieces and a reply. These articles were invited by us following a public solicitation of abstracts. The problems they address are diverse, but all bear on policy decision-making. He was, however, unable to make much headway with the problem and declared it a puzzle for the future. This particular future arrived about 60 years later, when R. A. Fisher (1930) pointed out that under autosomal inheritance half of the genes passed to zygotes in any generation come from males and half come from females. Fisher noted that this one-mother/one-father symmetry generates frequency dependent natural selection on sex ratio, resulting in an evolutionary equi librium in which half of the reproductive resources are devoted to daughters and half to sons. Although widespread interest in sex ratio as a phenotypic trait did not occur for another 30 years, it is difficult for us to overestimate the impor tance of Fisher's brief and characteristically cryptic remarks. Almost all of the innovations in thinking about sex ratio can be viewed as alterations of one or more implicit assumptions in Fisher's scheme.
