It need not be stressed that environmental factors and resource management have,to some extent, been neglected in postwar economic research. Unfortunately, a world-wide energy crisis or more local environmental disruptions were necessary to draw the economist's attention on the increasing imbalance between man and environment. The topics treated in this volume reflect the shift in economic research which has taken place since the early seventies. They can be classified roughly into 4 fields. The first field deals with a welfare approach to environmental deterioration. The second area covers models of resource allocation that contain environmental constraints. The third class of problems focuses on the relationship between environment and urban development. Finally, some methodological papers are included that explore new areas in regional and ~nterregional model building. Klaassen opens this volume with a paper on the impact of rising energy prices on the structure of regional development and environment, He analyses the change in size of all potentials and the consequent decrease in the volume of traffic. I still have done it on several occasions in various French universities, when colleagues, suffering f…rom admin istrative overwork and excessive teaching obligations, had asked me to do so. This was generally done with a pile of notes and a dozen slides, and I always regretted that no small, concise, specialized book on nucleic acid structure for students at the senior or beginning graduate level ex isted. Every year, the lecture notes became more and more voluminous, with some key reprints intermingled. Everything changed when, in the spring of 1973, I re ceived an invitation to teach such a course, under the UNESCO-OAS-Molecular Biology Program at the Universi dad de Chile in Santiago during October 1973. I had ac cepted rather enthusiastically, but soon discovered that it would be necessary to produce a photocopied syllabus for the students. This was the fi rst premanuscript of this book. For nonscientific reasons, the course was first canceled and then postponed until December 1973. Nearly a year later, the course, in slightly amended form, was presented at the Lemonossow-State University in Moscow. 160 pp. Englisch.

D. de Feiter 'Solar High Energy Photon and Particle Emission'. The second part, with the original title, was to be published by de Feiter in abou…t one year from now. However, to the deep sorrow of all of us, Dr de Feiter died suddenly and unexpectedly when the present book was in print. Thus, unfortunately, de Feiter's second part may not appear. Due to the fact that the originally planned publication was divided into two parts, the present book is mainly descriptive and concerned with the flare morphology. It was expected that theoretical interpretations would be extensively developed in the second part, prepared by de Feiter. In particular, this refers to the theoretical back grounds of radio emissions, particle acceleration and particle propagation in space. Only in Chapter II, concerning the 'low-temperature' flare, do we go deeper into the theoretical interpretations, anticipating that de Feiter would have been concerned mainly with the 'high-energy' physics. Still, the book includes discussions on all important aspects of flares and thus can present the reader with a complete picture of the complex flare phenomenon. It is clear that many observed data on flares can be interpreted in different ways. 420 pp. Englisch.

There are also more general results dealing with duality. There are yet other important publications dealing with algorithmic deve10pment and their applications. This book is intended for researchers in nonlinear programming, and deals mainly with convex analysis, optimality conditions and duality in nonlinear programming. It consolidates the classic results in this area and some of the recent results. The book has been divided into two parts. The first part gives a very comp- hensive background material. Assuming a background of matrix algebra and a senior level course in Analysis, the first part on convex analysis is self-contained, and develops some important results needed for subsequent chapters. The second part deals with optimality conditions and duality. The results are developed using extensively the properties of cones discussed in the first part. This has faci- tated derivations of optimality conditions for equality and inequality constrained problems. Further, minimum-principle type conditions are derived under less restrictive assumptions. We also discuss constraint qualifications and treat some of the more general duality theory in nonlinear programming. 208 pp. Englisch.

These papers were initially presented at the first session on Multiple Cri…teria Decision Making QMCDM) organized under the auspices of The Institute of Management Sciences (TIMS). All works were prepared by leading spokesmen for three generations of OR/MS change agents. Special mention must be made of the dynamic role which Professor Martin K. Starr played in organizing the program of the TIMS XXII International Meeting. In May, 1973, Professor Starr, who was President of TIMS and Program Chairman of the Kyoto conference, requested me to chair the MCDM session. Throughout the long period of formative inter change, Dr. Starr demonstrated his full and continuing support of both the event and the MCDM field. In many developed countries, economic growth is slowing down, and in some cases restrained, due to environmental considerations, and th…e real question is the optimum spread of development over space rather than the growth over time. In the developing countries, limited and uneven distribution of population and resources, and the existence of heterogenous groups, highlighted the need of balanced regional development. The energy cl~sis and the realization that energy resources are very limited and unequally distributed have further emphasized its importance. The expected impact and relocation due to energy shortages will have a crucial spatial dimension since manufacturing and service activities dependent on energy are concentrated in a few metropolitan regions connected by transportation, 'communication and cultural factors. Regional environ ment is also dependent on the spatial juxtaposition of activities and energy use. The papers included in this volume address some of these considerations. They were presented in the International Conference on Regional Science, Energy and Environment, held at Katholieke Universiteit te Leuven, Belgium, on May 1975. A second volume titled Environment, Regional Science and Interregional Modeling published also by Springer-Verlag contains research papers related to environment and space. During his periods of study with Ed mund Husserl - first from I924 1. 0 I926, then from I93I to I932 - Dorion Cairns had become imnlensely impressed with the stri king philosophical quality of Husserl's conversat…ions with his students and co-workers.
