This growth is due largely to increased involvement in designing various types of earth structures for the resources industries (slopes, impoundment structures, offshore islands, mine backfills), to the development of increas ingly large hydroelectric projects, to the need for more freshwater storage and diversion schemes, and to the need for transportation, communications and other facilities in areas where the natural earth materials are occasionally subject to mass instabilities. Although geotechnical engineering transects traditional disciplinary boundaries of civil, geological and mining engineering, the majority of geotechnical engineers are graduates from civil engineering schools. Here the geotechnical instruction has been concentrated on soil mechanics and foundation engineering because foundation engineering has traditionally been the major component of geotechnical practice. Geotechnical special ists, however, generally have acquired considerable formal or informal training beyond their first engineering degree, and an advanced degree with considerable cross-discipline course content is still considered an advantage for a young engineer entering a career in geotechnical engineering. It is still our profoundest conviction that to speak of treatment without diagnosis is meaningless, if not irresponsible, since otherwise one does not know what one is talking about. Hence, our present study, though it centers on theories of treatment, links psychotherapy with psychopathology. Criminal and Delinquent Careers The birth cohort study by Wolfgang, Figlio and Sellin (1972) was heralded by many (Farrington, 1973; Erickson, 1973; Weis, 1974) as a landmark which allowed researchers to study the course of delinquency without the usual sampling biases that plagued other, cross-sectional research. For the first time, we could get a reasonable picture of when delinquency usually starts, what proportion of the population engages in delinquency, what types of delinquencies they engage in, what proportion continue, and so on. Cross sectional studies do not permit the investigation of careers because cross 1 PROSPECTIVE STUDIES OF CRIME AND DELINQUENCY 2 sectional sampling includes only portions of careers for many of the individuals sampled. I attempted to focus the attention of participants on the fact that, in many instances, we tend to discuss jets in terms of simple physics, more or less as one did at the time extragalactic radio sources were discovered: for instance, we still use equipartition arguments. However, we must realize that processes in jets, leading to their morphologies and energetics clearly depend on complex plasma phenomena. Therefore, the same standard arguments used to derive characteristic parameters should be questioned; some of the speakers were invited to attempt a critical analysis of this point, an~ in fact I believe that this 'inquisitive attitude' was actually present all along the Workshop. Observers were asked to choose the parameters to be used in a statistical sample of jets. For this they were urged, first of all, to distinguish between primary and secondary features. In these situations, the mass transfer bottlenecks are located in the~, rather than the liquid phase. Therefore, the development of quantitative models for ion-exchange kinetics requires knowledge about the conductance characteristics of ions and solvent in the solid phase. A useful approach towards this aim is the study of trans port characteristics of these species, and of their interactions in solid ion exchange membranes. Many different transport processes and related phenomena can be observed in membrane-solution systems, e.g., ion migration, electroosmosis, diffusion arid self-diffusion, osmosis, hydraulic flow, hyperfiltration (reverse osmosis) or ultrafiltration, streaming potential and streaming current, and membrane potentials (also called 'membrane concentration potentials'). It is important to correlate all these phenomena so as to avoid a very large number of unnec essary measurements. Such correlation is often possible [Meares, 1976] since all these phenomena are determined by the ease of migration of the different species across the membrane. Computer system building blocks have progressed from the level of discrete components to the level of complex ICs involving many logic circuits on a single 'chip'. The invention and wide applica tions of microprocessors have changed the philosophy of the signal processing, measurement and control engineering fields. The microprocessor-based digital signal processing systems and controllers have replaced the conventional ones based on standard analog and digital computing equipment. The first microprocessors and 'on-chip' computers have appeared towards the end of 71 beginning 72. Their evolution since then and the number of applications, in which they have been utilized, have both been extremely spectacular. New system concepts and hardware/software tools are steadily under development to sup port the microprocessor in its multiple and complex tasks. The goal of this book is to provide a cohesive and well-balan ced set of contributions dealing with important aspects and applications of microprocessors to signal processing, measu rement and system control. Although cosmic-ray phenomena have been fruitfully investi gated for some seventy years, the central engima - the origin of these high-energy particles - remains a challenge. Among the ob servational clues to possible sites and mechanisms of cosmic-ray production, none carries more information than the composition and energy distribution of the particles arriving in the solar system. The present volume is the work of many participants in a NATO Advanced Study Institute on 'The Composition and Origin of Cosmic Rays' held from the 20th to the 30th of June, 1982 under the aus pices of the Ettore Majorana Centre for Scientific Culture. Par ticipants came to the Centre in Erice, Sicily from eight countries. This Institute was also the third Course of the International School of Cosmic-Ray Astrophysics, which has been meeting bienni ally 1n Erice. Of the two previous Courses, likewise sponsored by the Majorana Centre, the first (1978) provided a broad introduction to th~ field. It was entitled 'Progress and Problems in Cosmic Ray Physics.' The second (1980) was devoted to 'Acceleration of Particles in Nature.' It treated mechanisms of acceleration, some candidate sites, and observational and theoretical constraints. This has been caused by increasing demands for food and fibre by a rapidly expanding world population, and by a growing concern that increased land clearing, cultivation and use of both fertilizer and biologically fixed nitrogen can have detrimental effects on the environment. These include effects on water quality, eutrophication of surface waters and changes in atmospheric composition all caused by increased cycling of nitrogenous compounds. The input and availability of nitrogen frequently affects the productivity of farming systems more than any other single management factor, but often the nitrogen is used inefficiently. Much of the fertilizer nitrogen applied to the soil is not utilised by the crop: it is lost either in solution form, by leaching of nitrate, or in gaseous forms as ammonia, nitrous oxide, nitric oxide or dinitrogen. The leached nitrate can contaminate rivers and ground waters, while the emitted ammonia can contaminate surface waters or combine with atmospheric sulfur dioxide to form aerosols which affect visibility, health and climate. There is also concern that increased evolution of nitrous oxide will deplete the protective ozone layer of the stratosphere.
