Understandably writers have given more attention to the victor than to the vanquished. Except for polemicists who seek to prove the wrong done or to vindicate the action taken, scholars have been interested in writing about trends which were to become significant in the new Reich, about the new governmental structure itself, and about the diplomacy and statesmanship which were used to form the new German nation-state. But the consolidation of many diverging strands of political, economic, and social traditions in the new state left many issues unsolved and in fact seemed to create new ones. Many of these problems, while not overtly affecting the basic outline of German history, have nonetheless influenced it and have become at times serious matters of concern for the Reich Chancellor. One of the problems was the threat of particularist sentiment to the national unity which Bismarck was trying to create. Examples include thread roots in steam turbine casing bolts, branch connections in nuclear pressure vessels and blade root fixings in gas or steam turbine rotors. At one extreme the simple notch weakening/notch strengthening characterization of the material by circumferentially vee-notched uniaxial rupture tests, as specified in many national standards, may be sufficient. These were originally intended to model thread roots and their conservatism is such that they frequently are considered adequate for design purposes. Design codes, by their nature, must ensure conservatism and are based on a material's minimum specified properties. The rapid rate of scientific and technical advance in both Europe and the United States and the existence of large technology gaps among nations has brought the importance of the process into sharper focus, and has c~used technology transfer to have implications for countless aspects of both national and international develop ment. Technology transfer has been variously defined as: the process of information transfer between science, technology and actual utilization of scientific data and ideas, to wit: production of goods and services; the process by which science and technology are diffused throughout human activity; the transfer of research results into operations; the process by which technical information originating in one setting is adapted for use in another setting. Collectively, these and other definitions share a common theme which characterizes the process as one of bringing technology i'ilto widespread use in solving mankind's problems in the shortest practical time. The first NATO Advanced Study Institute (ASI) on Technology Transfer in July, 1973, brought together many of the individuals dealing with quantitative data, based on empirical research. This conference had both the advantages and disadvantages of a somewhat detached point of view. Exciting observations with new technology, combined with classical work, both observational and theoretical, convinced the astronomical world that binary interaction of various kinds is not only interesting but common. Indeed, by 1975 almost anything unusual had a good chance of being interpreted as due to binary interaction. But astronomers are seldom overwhelmed by speculation, even their own, and solid observational work has confirmed or refuted such speculation, without regard to its plausibility. For instance, binarity has been found where it was perhaps least expected, in Barium stars, and refuted where it could most reasonably be expected, in Wolf-Rayets. Unfortunately, many other classes of potential binaries remain without the clearest evidence of binarity, for instance Be stars, symbiotics and blue stragglers. The present tomograph makes reconstruc tions at intervals of 20 ms. Because of a lack of clear (intramural) landmarks (except the roots of the papillairy muscle), it is difficult to pinpoint spatial trajectories of particular points in the heart. Therefore, a second method was developed of injecting radiopaque markers in the heart and following their motion patterns during the cardiac cycle with help of a biplane X-ray equipment. The data obtained with both methods can be implemented in our finite element model of the heart to compute intramural stresses and strains. The results obtained sofar with the extended Darcy equation to account for the interaction of blood rheology and tissue mechanics look promising. Further testing with more sophisticated subjects than mentioned in Figure 9 is required before it will be implemented in our finite element model of the heart. We conclude that analysis of regional cardiac function, including regional myocardial blood flow, requires still a major research effort but the results obtained sofar justify, to our opinion, a continuation in this direction. Several points emerge from recent outbreaks of highly pathogenic avian influenza. In view of the apparent change in pathogenicity of the virus involved in the outbreak in the USA, infections of domestic poultry, particularly with H5 and H7 sub-types, should be regarded as a potential threat, even if the viruses involved are of low pathogenicity. The reasons for the amount of lateral spread which occurred in the USA outbreak are still not clear, and it can not be assumed that future outbreaks of highly pathogenic avian influenza will tend to be self-limiting, as in the past. These permitted a fast and efficient analysis of simple-loop control systems, but in their original 'paper-and-pencil' form were not appropriate for multiple loop high-order systems. The advent of fast digital computers, together with the development of multivariable multi-loop system techniques, have eliminated these difficulties. Multivariable control theory has followed two main avenues; the optimal control approach, and the algebraic and frequency-domain control approach. An important key concept in the whole multivariable system theory is 'ob servability and controllability' which revealed the exact relationships between transfer functions and the state variable representations. This has given new insight into the phenomenon of 'hidden oscillations' and to the transfer function modelling of dynamic systems. Anatomical evidence of left ventricular hypertrophy is best docu mented pre-morbidly using echocardiographic techniques. It therefore ap pears that between 20 and 50 percent of the hypertensive population has left ventricular hypertrophy by echo cardiographic techniques.
