The only danger to man was considered being infected by pigs, being the mixing vessel, where avian and human influenza viruses could come together and exchange genetic material to form new viruses that are potentially dangerous to man.This has dramatically proven wrong during the last decade, with huge outbreaks in the USA, Europe, and Asia. The H5N1 strain that caused human deaths in Hong Kong appeared to be transmitted directly from poultry to man. This initiated sudden awareness that pigs were not a necessary intermediate in the transmission chain. During the AI outbreaks in Italy, mutation of low-pathogenicity viruses into high-pathogenicity viruses in poultry appeared another new threat, and further evidence that the poultry sector had a wolf in sheep¿s clothing. It put pressure on development of diagnostic methods that could be used in large monitoring programmes.In The Netherlands a human fatality, after increased reports of conjunctivitis during a H7N7 outbreak, signalled that different AI strains could be fatal to man. Also, the huge economic losses and difficulties in controlling the spread of the infection in densely populated poultry areas, problems with vaccination and lack of marker vaccines demonstrated that the current control policy must be improved. These requirements are best met by the tool superhard materials (diamond and diamond-like cubic boron nitride). Ceramics based on silicon carbide, aluminum and boron oxides as well as on titanium, silicon and aluminum nitrides offer promise as tool materials. Tungsten-containing cemented carbides are still considered as suitable tool materials. Hi- hardness and high strength composites based on the above materials fit all the requirements imposed by machining jobs when manufacturing elements of machinery, in particular those operating under the extreme conditions of high temperatures and loads. These elements are produced of difficult-- machine high-alloy steels, nickel refractory alloys, high-tech ceramics, materials with metallic and non-metallic coatings having improved wear resistance, as well as of special polymeric and glass-ceramic materials. Its core is based on uniform emissi…on standards, the respect of which needs to be enforced through extensive monitoring and severe sanctions. The expected cost of sanction for non-compliance, calculated as its amount multiplied for the probability to be caught, must be superior to the benefits of non-compliance, in order to let the sanction be effective. As the benefits of non-compliance can vary among firms, sanctions need to be very high in order to be effective. In fact sanctions are ordinary correlated to environmental damage and not to the benefits of non-compliance. But very high sanctions can be difficult to enforce as they appear unfair and can lead to dramatic consequences on firms and workers, up to shut-downs of plants. Ambient standards reduce these problems, but oblige the regulator to know a huge amount of information, regarding the specific contribution of each polluter to the polluted body. Information is difficult to obtain because of asymmetric information and costly to produce because it requires large and skilled regulating and enforcing organizations. Nevertheless complex regulation is the base of any environmental policy framework, as it allows the policy maker to fully exercise its power of composition of various interests in a relatively transparent way. Despite these differences, all countries have in common the fact that the diversity of interests in forests has increased. Although timber production will not lose its importance in the future, as timber is a renewable resource, the demand for non-wood products and services has increased considerably. This is best reflected by the new notion of sustainable forest management which strives at the reconciliation of economic, ecological, social, cultural and spiritual interests in forests. In addition, the diversity of stakeholders has increased. Forestry is no longer solely the topic of forest associations and forest administration, but also of a multitude of governmental and non-governmental organisations dealing with activities which either affect forest management or are affected by it. Finally, the relationships of the various stakeholders, with diverse interests and varying empowerment, have become more complex, because in some issues the relationships are compatible, and in others, not. One of the most topical manifestations of lattice mis t is the formation of coherent thr- dimensional(3D)islandsduringtheStranski Krastanovgrowthofahighly-strained system. The prototypical cases are InAs on GaAs(001) and Ge on Si(001), though other materials combinations also exhibit this phenomenon. When the 3D islands are embedded within epitaxiallayers of a material that has a wider band gap,the carriers within the islands are con ned by the potential barriers that surround each island, forming an array of quantum dots (QDs). Such structures have been produced for both basic physics studies and device fab- cation, including QD lasers and light-emitting diodes (LEDs) operating at the c- mercially important wavelengths of 1.3 µ m and 1.55 µ m. On a more speculative level, QD ensembles have been suggested as a possible pathway for the solid-state implementation of a quantum computer. Although some of the principles of qu- tum computing have been veri ed by other means, the practical utilization of this new computingparadigmmay warrant some sort of solid state architecture.
