Neuware -The present book illustrates the theoretical aspects of several methodologies related to the possibility of i) enhancing the poor spatial information of the electroencephalographic (EEG) activity on the scalp and giving a measure of the electrical activity on the cortical surface. ii) estimating the directional influences between any given pair of channels in a multivariate dataset. iii) modeling the brain networks as graphs. The possible applications are discussed in three different experimental designs regarding i) the study of pathological conditions during a motor task, ii) the study of memory processes during a cognitive task iii) the study of the instantaneous dynamics throughout the evolution of a motor task in physiological conditions. The main outcome from all those studies indicates clearly that the performance of cognitive and motor tasks as well as the presence of neural diseases can affect the brain network topology. This evidence gives the power of reflecting cerebral 'states' or 'traits' to the mathematical indexes derived from the graph theory. In particular, the observed structural changes could critically depend on patterns of synchronization and desynchronization - i.e. the dynamic binding of neural assemblies - as also suggested by a wide range of previous electrophysiological studies. Moreover, the fact that these patterns occur at multiple frequencies support the evidence that brain functional networks contain multiple frequency channels along which information is transmitted. The graph theoretical approach represents an effective means to evaluate the functional connectivity patterns obtained from scalp EEG signals. The possibility to describe the complex brain networks sub-serving different functions in humans by means of 'numbers' is a promising tool toward the generation of a better understanding of the brain functions. Even for systems that succeed very well on average, the quality of results returned for some of the queries is poor. Thus, it is desirable that IR systems will be able to identify 'difficult' queries so they can be handled properly. Understanding why some queries are inherently more difficult than others is essential for IR, and a good answer to this important question will help search engines to reduce the variance in performance, hence better servicing their customer needs. Estimating the query difficulty is an attempt to quantify the quality of search results retrieved for a query from a given collection of documents. This book discusses the reasons that cause search engines to fail for some of the queries, and then reviews recent approaches for estimating query difficulty in the IR field. It then describes a common methodology for evaluating the prediction quality of those estimators, and experiments with some of the predictors applied by various IR methods over several TREC benchmarks. Finally, it discusses potential applications that can utilize query difficulty estimators by handling each query individually and selectively, based upon its estimated difficulty. The benefits of biometrics technologies are apparent as they become important technologies for information security of governments, business enterprises, and individuals. At the same time, however, the use of biometrics has raised concerns as to issues of ethics, privacy, and the policy implications of its wi- spread use. The large-scale deployment of biometrics technologies in e-governance, e-security, and e-commerce has required that we launch an international dialogue on these issues, a dialogue that must involve key stakeholders and that must consider the legal, poli- cal, philosophical and cultural aspects of the deployment of biometrics technologies. The Third International Conference on Ethics and Policy of Biometrics and Inter- tional Data Sharing was highly successful in facilitating suchinteraction among - searchers, policymakers, consumers, and privacy groups. This conference was supported and funded as part of the RISE project in its ongoing effort to develop wide consensus and policy recommendations on ethical, medical, legal, social, cultural, and political concerns in the usage of biometrics and data security technologies. ICAART 2009 received 161 paper submissions, from more than 37 different co- tries in all continents. The diversity of topics is an important feature of this conference, enabling an overall perception of several important scientific and tech- logical trends. Although many people announced that SOA was dead there is - doubtedly a strong need for service-orientation. This was addressed by a topic: Services and Repositories. Finally, the classical business aspects were covered in session: ERP and SCM. Altogether, a set of 25 papers illustrating these trends were selected for the presentation during the main event, grouped in 8 sessions. The Program C- mittee consisted of almost 100 members who carefully evaluated all the subm- ted papers. Each submission was reviewed on the average by 3.1 programme committee members. The Africacrypt 2010 submission deadline was split into two. Authors s- mitting paperswererequiredto registertitles andabstractsby the rstdeadline, January 5. A total of 121 submissions had been received by this deadline, - though some were withdrawn before review. Authors were allowed to continue working on their papers until the second deadline, January 10. Submissions were evaluated in three phases over a period of nearly two months. The selection phase started on January 5: Program Committee m- bers began evaluating abstracts and volunteering to handle various papers. We assigned a team of people to each paper. The review phase started on January 11: Program Committee members were given access to the full papers and - gan in-depth reviews of 82 submissions. Most of the reviews were completed by February7,thebeginningofthediscussionphase.ProgramCommitteemembers were given access to other reviews and built consensus in their evaluations of the submissions. In the end the discussions included 285 full reports and 203 - ditional comments.
