Future scenarios are haunted by uncertainty and there is real ambivalence as to t…he values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. Surprisingly the majority of systems are not subject to regulation so there is little in the way of practical guidance as to how risk management can be achieved. The book fills that gap. The author, a doctor and IT professional, harnesses his two decades ofexperience to characterize the hazards that health technology can introduce. Risk can never be eliminated but by drawing on lessons from other safety-critical industries the book systematically sets out how clinical risk can be strategically controlled. Taking the example of two case studies, namely EC development aid policy and EC southern enlargement policy, the book demonstrates that the socialist parties strengthened their informal transnational network structures for the purposes of debating ideological and programmatic issues and finding policy solutions to common challenges in both policy fields. Moreover, it shows that the networks developed various functions to influence European governance. Against this background, the analysis in this book makes not only a significant contribution to the study of transnational networks of western European socialist parties and the history of European integration, but also adds to the understanding of the role of transnational networks in European politics and policy-making. 276 pp. Englisch.

It develops the original concept of 'fluid security' to analyse the way in which persons carry a set of tools, strategies and attitudes across spatial, te…mporal and imagined borders. This concept applies a mobilities lens to human security in order to take into account the aspirations and needs of mobile populations appropriate for a globalising world. The book brings to light the diverse experiences of mobility and the multiple vulnerabilities experienced by individuals that intersect with, and sometimes challenge, national security domains. The authors analyse mobility patterns that are diversifying at a rate far outstripping the capacity of governments to adapt to the human security needs of mobile populations. While the idea of global citizenship may be held up as an ideal through which access to rights is not an arbitrary lottery, it remains far from a reality for the majority of migrants. They are excluded from the migratory flows global elites engage in almost at will. This important book advances the idea that mobile individuals can generate their own security when they have agency and the ability to plan; that experiences of security are not necessarily tied to permanence; that mobile populations benefit from policies that support transnational life; and that fluid security is enhanced when individuals are able to carry a bundle of rights with them. 296 pp. Englisch.
