Conclusion and recommendations. Decades of illegal migration from erstwhile East Pakistan later Bangladesh into Assam eventually led to the bloody Anti Foreigner Agitation in 1983. Initiated by the All Assam Students Union (AASU) it produced a political party called the Asom Gana Praishad (AGP) and an armed wing called the United Liberation Front of Assom (ULFA) which by the late 1980s had penetrated all departments of the state government and developed into a deadly menace extorting money and killing with impunity. In Late November 1990 when President's Rule was promulgated and the army launched against it its boss Paresh Barua and close cohorts fled to Bangladesh thereby betraying that very cause. Soon they came under the influence of Pakistan's Inter Services Intelligence (ISI) stationed in Bangladesh and became conduits for the ISI to enter India's North East (NE) and establish contacts with other violent groups in that region. ULFA became an effective tool of the ISI pursuing its aim of inducting and settling illegal Bangladeshi migrants in various parts into Assam raising new madarassas and controlling old ones and trying to convert ethnic Assamese Muslims to fundamentalism creating communal tension circulating fake Indian currency trafficking arms and narcotics sabotaging installations particularly rail and oil and public services carrying out assassinations and massacres and generally spreading terror. Whenever ULFA felt the heat of army operations its oft repeated ploy was to cry out for ceasefire and negotiations only to get a respite and re organise itself. After 9/11 pressed by the US to dismantle terrorist tanzeems Pakistan sent some elements to Bangladesh and added more after its peace process with India began in early 2004 thereby upping the ante in India's NE. By 2008 with sustained operations depleting ULFA's ranks and with the Assamese tap for reinforcements going dry owing to AASU's alarm bells about a major demographic shift Barua began a recruitment drive in Bangladesh which fetched a good response from the Harkat ul Jehad i Islami (HuJI Ba) who has spread to various parts of Assam and even Tripura launching Bomb attacks including the October 30 2008 serial blasts in four districts. 82 pp.

The book South Asia Dynamics of Politics Economy and Security is the outcome of a seminar on conflict and cooperation in South Asia organised by the Department of Political Science University of Jammu Jammu. Utilisation of space for a nation's economic and social well being has been acquiring increasing importance over the past five decades. At the same time the use of space for military purposes started to develop rapidly so much so that it began to have a profound impact on every aspect of warfare on ground at sea and in the air. The more recent wars in fact have led to the conclusion that future warfare is going to be controlled prosecuted and dominated with the help of space capabilities. It is not surprising therefore that ever since space based and/or space enabled military capabilities started to impact warfare demonstrably especially in recent wars countries started to focus increasingly on leveraging space capabilities for military purposes. China for example has gone in for major build up of space capabilities for military purposes and Pakistan also has exhibited ambitions to exploit space for its own military. In India our space programme for good reasons has focused almost exclusively on civil uses. In the process we have built up commendable capabilities. But we have failed to pay attention to global trends of the increasing importance of space assets and capabilities for defence and military purposes. In the process not only are we denying ourselves a crucial capability but are obviously lagging far behind countries like China not to talk of developed countries even in Asia. The near total absence of literature on the subject in the country is a silent testimony to this national deficiency. This book seeks to fill the existing vacuum about the exploitation of space for our defence in future an area that will assume increasingly critical dimension in modern defence and warfare. 254 pp.

The Defence budgeting system in Indian is not linked to the medium term planning and cannot therefore play a useful role as a management tool or help rational allocation of resources. How this link is established is elucidated in this book in a meaningful way through an interactive process. Even for better expenditure control the planning and management functions have to be made an integral part of the budgeting system. Reforms need to be brought about in the process of budgeting giving adequate attention to the planning phase for establishing goals and priorities for resource allocation. An analysis of the model of responsibility budgeting through New Management Strategy is a special feature of the book. Modernization and capability building of the armed forces are important goals of resource allocation for defence. This is because capability based approach in planning begins by asking questions regarding what do we need to do rather than what equipments we need to replace. Only within such a framework can defence planning and budgeting aim at achieving efficiency and effectiveness and accountability of higher management for outcome can be established. However India's external security environment has definitely improved with significant strides made in relations with all major countries. International terrorism was not countered with any durable solution. Nevertheless India's stature grew. The first section of the book reviews the security environment of India in the preceding year. Recently Field Marshal SHFJ Manekshaw MC was asked who in his opinion had been the best general of the Indian army. Timmy of course he replied and expanded his remark further General Thimayya was not only a brilliant tactician and strategist but one whose vision went beyond everyone else's. The challenges he faced and his response to them were simply incomparable. It is amazing how Thimayya became an important actor in some of the major legacies of conflict of the mid 20 century Korea Kashmir the Chinese hegemony in Asia and Cyprus. He was the only Indian who commanded a brigade in World War II and later in Japan as part of the occupation force. He was the only Indian General who was invited to the Japanese surrender ceremony in Singapore and after whom a boulevard is named in Nicosia Cyprus and whose government also issued a special stamp in his memory. As Commander Punjab Boundary Force he handled the holocaust of partition and saved thousands of refugees it became such an achievement that made the famous poet Faiz Ahmed Faiz say in his praise Na Hindu Na Musalman Sirf insaniat tha Thimayya ka iman (Thimayya was neither Hindu nor Muslim. Humanity alone was his sole faith.). The war he fought in Kashmir against the British led Pakistani Army showed his strategic brilliance. As Chairman of the NNRC in Korea he earned what President Eisenhower called the respect of both sides by firmness and impartiality of his decisions in the face of conflicting pressures and moral view points. He became an instant celebrity. The biography would be of immense interest to historians defence and Thimayya admirers. 394 pp.

Index. In the midst of a deteriorating global security environment India has managed to strengthen its partnership with all major countries of the world. The essence of this partnership is defence cooperation military ties and cooperation in science and technology. India has made consistent progress in these areas with the the United States Europe and the Russian Federation. Even with China India has remained engaged in the fields of military and economic cooperation with the trade sector showing very promising results. Twenty years ago then Prime Minister of India Rajiv Gandhi presented an Action Plan at the Third Special Session on Disarmament of the United Nations. The Plan proposed a three stage schedule spread over 22 years to not only bring about universal elimination of nuclear weapons but also enable the creation of a secure and non violent world order. Unfortunately it proved to be an idea ahead of its time steeped as the world still was in Cold War realpolitik. Today retired deterrence practitioners military men policy makers and analysts worldwide are revisiting the concept of nuclear disarmament. An issue that had virtually disappeared from the strategic and intellectual radar over the last decade or so is being revived through government and non governmental initiatives. Meanwhile new nuclear dangers have added to the knottiness of long existing problems of horizontal and vertical proliferation. The articles contained in this volume encapsulate the current debate on why and how to move towards a world free of nuclear weapons. Akhaura was an important Pakistani Battalion size strong point located in the close proximity of Agartala the capital of Tripura state in Eastern India. The Meghna River made the Eastern sector in East Bengal very difficult to operate through owing to large water bodies and marshes. In fact operating from Tripura Lt Gen Sagat Singh's 4 Corp's plans were to liberate maximum territory east of the Meghna in the Liberation War in 1971. The possibility of getting to Dhaka across the broad expanse of the marshy terrain and the mighty Meghna seemed too far fetched but when it quite suddenly happened to come about it led to the stunning victory in the war. It began with the very convincing success of 57 Mountain Division in the capture of Akhaura. It was a set piece attack against a Pakistani battalion size strong point. This led to a sudden change in the direct thrust to the Meghna being adopted using the railway line on an embankment as its axis of advance. A quite unprepared 57 division with just two infantry brigades and no worthwhile bridging resources to overcome blown bridges made bold to go for the Bridge on the River Meghna leading to the most dramatic success story of the 1971 War. Gen Sagat seized the opportunity by employing helicopters to bypass Pakistani opposition and to dash to Dhaka the Centre of Gravity in the War. It was a stunning victory. In contrast the Pakistani higher leadership failed to protect Dhaka in the war. Indian and Mukti Bahani innovations led to a convincing success. The general population of Bangladesh and Dhaka in particular contributed most significantly to the stunning success. This account has been written 37 years after the Liberation War following a visit by Indian Veterans to Bangladesh in March 2008. Authenticity in battle narrations is difficult but in this book we have the step by step narration of the action of the opposite side obtained from the energy brigade commander's book East Pakistan to Bangladesh Brig Sadullah Khan's narration of the same events as seen by him which adds a unique flavour to the story. 182 pp.

ASEAN has been used by India as a springboard to reach out into the wider Asia Pacific region. India's early diplomatic initiatives and the various steps through which she graduated to the Summit level with ASEAN are thoroughly analysed in this book. Association with the ASEAN has enabled India to gain access to several regional and multilateral forums such as the ARF East Asia Summit and ASEM. As a matter of fact interaction with ASEAN has fuelled greater dynamism to India's regional multilateral in contrast to that by SAARC. Certainly the scope and level of India's involvement in ASEAN are greater than that with the South Asian regional forum. Summit status with ASEAN (ASEAN Plus One) has enlarged India's involvement in many sectors not just economic and political of the member countries. The India ASEAN Partnership Agreement (2004) laid out a broad canvass of intersectoral engagement between the parties.
