Concept Development and Scientific Editing: Despo Fatta-Kassinos The book was inspired by the scientific work carried out by the research group of Nireas International Water Research Center (Nireas-IWRC) at the University of Cyprus in the field of wastewater treatment and reuse. The work is led by Dr. Despo Fatta-Kassinos, who is an Associate Professor at the Department of Civil and Environmental Engineering and Director of Nireas-IWRC. The group worked together with Antonis Papatheodoulou, one of the Greece's best children's storytellers, and developed an interesting educational adventure through which children can understand the vital role of water in life. There is increasing recognition of the power of children's early thinking and learning, as well as a belief that science may be of particular importance in early childhood, contributing not only to the future scientific understanding of children, but also to building important skills and attitudes for learning, establishing high levels of scientific literacy and strengthening scientific inquiry. Educating the young generation and increasing awareness on various aspects of the water cycle and wastewater reuse was the motivation for the development of 'The Secret Handbook of the Blue Circle'. Six Water Scientists, who are defenders and protectors of the most important substance on the planet (i.e. water), Dr. Tom Atom, Dr. Celia Circle, Dr. Scot Water, Dr. Glow McCrystal, General Claire Clean and Dr. André Antib, are looking for helpers to become new members of their 'Eternal Blue Circle Society'. The eight Secret Chapters of the book, include among others: knowledge on what water is, its chemical structure and properties, its cycle, its uses and its significance, water scarcity, a historical retrospective of a city's water supply from antiquity to date, the typical treatment processes applied for the production of drinking water, the water pollution caused by traditional pollutants and contaminants of emerging concern, the processes applied in wastewater treatment plants, and the presence of such contaminants in the environment. The mission of the members of the 'Eternal Blue Circle Society' is to carefully study contaminants of emerging concern and protect water and nature. Suitable for children of six years and upwards, the book also outlines simple ways in which the children can contribute to the protection of water quantity and quality and raise awareness on the topic themselves.

In this book, women working in the water industry across the globe discuss their challenges and lessons learned in relation to opportunities and advancement, disrespectful behavior, self-confidence, age, work-life balance, and mentoring. Their individual experiences reflect ways in which beliefs and practices relating to gender can limit the contributions of women. While these recurring patterns can be correctly identified as gender equity issues, equity is not the only issue at stake. Given the severity of the water supply, water quality, and climate challenges before us, everyone's best contributions will be needed to protect water, our communities, and the planet. Limitations we set on ourselves and others based on gender reduce our ability to utilize fully the human talent required to address our basic survival needs. The voices of the water industry professionals who contributed to this book from across the globe provide useful guidance on how we can optimize everyone's contribution.

The co-authors of this book, through their strong socio-political and scientific experiences, believe this to be the case. The book offers a critical look at the challenges and solutions needed to achieve Sanitation for All, including for vulnerable people, refugees, asylum seekers, stateless, or internally displaced persons, and especially women. We present sanitation policy and decision making from the perspective of women, providing conclusions to the prevailing debates. In 2022, 43% of the world's population lacked access to safely managed sanitation. Poor sanitation is linked to the transmission of diarrhoeal diseases, exacerbates stunting, and contributes to the spread of antimicrobial resistance. In low-income countries, 5% of deaths are associated with unsafe sanitation. Poor sanitation affects mental well-being and safety, especially for women and children. Lack of sanitation costs around 2% of GDP (a figure that increases rapidly with epidemic outbreaks) because of income losses from trade and tourism and the impact on water quality. Besides being part of our human right to water, sanitation is essential to reach the United Nations' Sustainable Development Goals on poverty, health, education, gender, water, equity, cities and the sustainable environment. Nevertheless, convincing politicians to invest in sanitation is a daunting challenge since, in contrast to drinking water, it is not an immediate vote-winner and is perceived as an unpleasant topic for public discussion. Despite this, to achieve the SDG target by 2030, a five-fold increase on current rates of progress will be required. The role of women in sanitation planning and implementation is key, due to their leadership in communities and their ability to organise and guarantee the sustainability of systems. Furthermore, women's care-giving nature at home and in their communities has led them to understand the importance of sanitation and being open to discussing it publicly; women stand ready to raise the profile of this subject, putting it on a higher level on the political agenda. This book is vital reading not just for women but all stakeholders and partners in the water industry, especially those working in the sanitation and hygiene sectors.

Improving and managing universal services of water and sanitation in a holistic manner is critical to achieving the Sustainable Development Goals, and addressing the needs of millions of people around the world. Ensuring access to water services is a key factor in working towards the SDGs, and water service delivery planning can support utilities in improving provision of these services. A service delivery plan identifies the actions required and associated costs for achieving a defined level of water services delivery over a defined period of time. This publications is a guideline or how-to manual on preparing water service delivery plans with a focus on small to medium sized organised water utilities having with approximately 5,000 to over 100,000 connections mainly in areas with limited capacity and resources. The manual is simplified enough to ensure that these utilities are able to move from a situation where they are struggling to deliver water services to where basic service levels in terms of water quality, quantity, accessibility, reliability, affordability, and acceptability are met. Meeting these basic service levels provides a strong foundation for the utility to progressively move up the ladder of delivering improved services.

After decades of regulation and investment to reduce point source water pollution, OECD countries still face water quality challenges (e.g. eutrophication) from diffuse agricultural and urban sources of pollution, that is disperse pollution from surface runoff, soil filtration and atmospheric deposition. The relative lack of progress reflects the complexities of controlling multiple pollutants from multiple sources, their high spatial and temporal variability, associated transactions costs, and limited political acceptability of regulatory measures. This report outlines the water quality challenges facing OECD countries today, presents a range of policy instruments and innovative case studies of diffuse pollution control, and concludes with an integrated policy framework to tackle diffuse water pollution. An optimal approach will likely entail a mix of policy interventions reflecting the basic OECD principles of water quality management - pollution prevention, treatment at source, the polluter pays and beneficiary pays principles, equity, and policy coherence.

It directly affects the value (economic, ecological, socio-cultural) that individuals and society obtain from groundwater, today and in the future. Building on the 2015 OECD publication Water Resources Allocation: Sharing Risks and Opportunities, this report focuses on groundwater and how its allocation can be improved in terms of economic efficiency, environmental effectiveness and social equity. Drawing on an analysis of groundwater's distinctive features and nine case studies of groundwater allocation in a range of countries, the report provides practical policy guidance for groundwater allocation in the form of a "health check". This health check can be used to assess the performance of current arrangements and manage the transition towards improved allocation.

This report contributes to the discussion of interconnections between scarce resources by highlighting the nexus between land, water and energy (the LWE nexus). It focuses on a dynamic, integrated, and disaggregated analysis of how land, water and energy interact in the biophysical and economic systems. The report provides projections for the biophysical and economic consequences of nexus bottlenecks until 2060, highlighting that while the LWE nexus is essentially local, there can be significant large-scale repercussions in vulnerable regions, notably on forest cover and in terms of food and water security. The analysis is based on coupling a gridded biophysical systems model with a multi-regional, multi-sectoral dynamic general equilibrium modelling assessment. Numerical insights are provided by investigating a carefully selected set of scenarios that are designed to illustrate the key bottlenecks: one scenario for each resource bottleneck, plus two scenarios that combine all bottlenecks, with and without an overlay of climate change.

The report, building on a policy dialogue with a range of stakeholders in Korea, analyses how economic policy instruments under the responsibility of the Korean Ministry of Land, Infrastructure and Transport can be adjusted to contribute to water policy objectives. It also investigates how Smart Water Management Korea, an initiative by K-water that combines information and communication technology with water technology, can be harnessed to better contribute to water management in the country. Finally, it identifies some of the limitations of prevalent water allocation regimes which need to be addressed to make the best use of available water resources.Since 1965, the Korean Government has invested heavily in quantitative development strategies to meet water needs, and despite highly variable water availability, this has allowed for and facilitated rapid urbanisation and economic growth. However, several long-term trends are expected to affect the capacity of the current water management system to adequately respond to current and future water risks, such as rapid ageing of the population, fiscal consolidation and climate change. These call for a renewed emphasis on water use efficiency.

Public and Private Participation in the Water and Wastewater Sector provides practical guidance on applying Public Private Partnership structures within the constraints of European legislation, with examples on how to ensure consistency with EU procurement, competition law and the Water Framework Directive. It reconciles the need for adequate regulation within the context of a monopoly provision of service - a major concern of the European competition policy. The purpose of this book is to provide practical guidance on how to introduce a Public Private Partnership (PPP) as a strategy towards helping meet the demands for massive capital investments and improved management and performance in the water and wastewater sector. The introduction of PPPs within a European context needs to be assessed against compliance with basic EU law principles related to Competition and the Water Framework Directive. International legal structures in the management, distribution and treatment of water are discussed. There is a brief overview of the present realities of European integration, the political and legal aspects involved in the water sector and two cases in which a viable solution was reached and which form the basis of this research. The book examines the general principles of EU law in terms of competition and procurement and how other directives have an impact on PPP. It then assesses the specific rules applicable to PPP in the EU context, and their implications in designing water PPPs. The book concludes with a review of two case studies (the City of Sofia, Bulgaria and the City of Tallinn, Estonia) that show how the Public Private Partnership structure chosen provides a sound legal basis and a viable way to achieve compliance with Community law and the Water Framework Directive, thus assisting the process of accession to the EU for each country. Public and Private Participation in the Water and Wastewater Sector: Developing Sustainable Legal Mechanisms is principally aimed at supporting municipal, provincial, and central governments and other policy makers seeking to improve water services. It is a must read for policymakers and practitioners seeking to navigate through the intricacies of EU legislation and the complexities of public private partnerships. The principles addressed in this book will also be useful outside the European context. The use of this tool for performance improvement through systematic search and adaptation of leading practices, has expanded globally during the past decade. Many ongoing projects worldwide aim to address different needs and objectives, in varying contexts, with outstanding results and impact. Benchmarking Water Services provides valuable information to everyone interested in benchmarking in the water industry. The text is aimed at utilities considering joining a benchmarking project, experienced practitioners in charge of organizing a benchmarking exercise, consultants, regulators and researchers. The document is presented with a clear practice oriented approach and can be used as a how-to-benchmark guide presented from different perspectives (participants, organizers, supervising bodies). Readers will gain practical insight on real life benchmarking practices and will benefit from the experiences gained in some of the leading benchmarking projects of the water industry (including the IWA-WSAA benchmarking efforts, the European Benchmarking Co-operation and the several benchmarking projects carried out in Austria and Central Europe). The manual also presents the new IWA Benchmarking Framework, which aims to harmonize the terms used to describe benchmarking and performance indicators practices in the water industry, guaranteeing a more fluent and efficient communication. This Manual of Best Practice is edited by the IWA Specialist Group on Benchmarking and Performance Assessment, and co-published by AWWA and IWA Publishing. Praise for Benchmarking Water Services: "The continual trend of conceptual to specifics throughout the book provides for an educational experience each time the book is either casually perused or carefully studied." "The authors (Cabrera, Haskins and Fritiz) diligently pursue the focus of improvement." "Benchmarking Water Services is an in depth and practical 'must have' guide for any utility currently engaged in or planning to develop a benchmarking process" - Gregory M. Baird (2012) Benchmarking: An International Journal 19:2.

Since then, numerous projects have been implemented across 30 pilot cities and beyond in China through two development stages. The sponge city development, based on a systematic approach of "source reduction, process control, and systematic remediation", adopts comprehensive technical measures of "infiltration, detention, retention, purification, utilization and discharge", and coordinates the different aspects of water quantity and quality, ecology and safety, centralized and decentralized, green and grey, landscape and function, on-shore and off-shore, surface and underground, etc. It aims to control urban runoff effectively, to minimize the impacts of urban development and construction activities on the natural hydrological characteristics and ecological environment, and to enable the city's resilience like a "sponge" to adapt to environmental changes and natural disasters. This assessment standard for sponge city effects published by the Ministry of Housing and Urban-Rural Development of P.R. China is an attempt to provide guidance on the assessment of the effects of sponge city development projects and the city development as a whole. The main technical contents of this standard include: 1) general provisions; 2)terms and symbols; 3) basic requirements; 4) assessment items and 5) assessment methods. The publication of the English version of the Chinese assessment standard aims to provide non-Chinese readers an insight into what objectives are to be achieved through sponge city development and how sponge city projects areevaluated in China.
