Im Herbst des Jahres 1582 fand die entscheidende Schlacht gegen Kutschum, den Herrscher des Chanats Sibir, vor den Toren der Hauptstadt des Sibirischen Reiches Isker statt, die mit dem Sieg der Kosaken über die Tataren endete. Aber die Kosaken hielten sich in Sibirien nur zwei Jahre durch. Die sibirischen Tataren versuchten immer wieder, das Land zurückzuerobern. In einem dieser Gefechte fiel im Jahre 1584 auch Jermak selbst. Nach seinem Tod gingen die eroberten Gebiete wieder verloren und wurden erst im Jahre 1591 zurückerobert. Kutschum selbst wurde im Sommer 1598 endgültig geschlagen, also erst vierzehn Jahre nach Jermaks Tod.Dennoch wird Jermak eine entscheidende Rolle bei der Eroberung Sibiriens zugeschrieben. Einer der ersten Historiker Sibiriens, Remesow, rückte Jermak in die Nähe eines Heiligen.Über Jermaks Feldzüge nach Sibirien existieren zahlreiche Legenden und Lieder.In meiner Arbeit wird es um den Versuch gehen, die Rolle Jermaks bei der Eroberung von Sibirien zu bestimmen. Was ist Lüge und was ist wahr an den Legenden um den Kosakenataman Bevor ich zur Beantwortung dieser Fragen komme, gebe ich zuerst einen kurzen geschichtlichen Überblick Sibiriens und komme auf die ersten Eroberer Sibiriens, die sibirischen Tataren, zu sprechen. Aus dem Grunde, dass Sibiriens Reichtum der Anstoß für die Eroberung und Angliederung des Landes war, spielten auch die Handelskontakte mit russischen und ausländischen Kaufleuten und besonders mit Nowgorod eine große Rolle. Es darf auch nicht vergessen werden, dass ohne die Unterstützung der Kosaken durch das Haus Stroganow und die Erlaubnis des Zaren Iwan IV. an die Erfolge bei den Feldzügen gar nicht zu denken wäre. Die Stroganows warben die Kosaken an und rüsteten diese mit Munition und Proviant auf. Folgend werde ich auf die Biographie des Ataman Jermak Timofeewitsch zu sprechen kommen, soweit sich diese feststellen lässt. Folgend werde ich den Kriegszug der Kosaken gegen das Chanat Sibir, deren Ausgang und Folgen beschreiben.Die Angliederung Sibiriens an das Moskauer Reich hat sich nicht sofort vollzogen. Jermaks Feldzug stand am Beginn der Angliederung Sibiriens an das Moskauer Reich. Dieser Prozess war kompliziert und vielschichtig. W. Radloff betonte zu Recht, dass das Schwert bei der Unterwerfung Sibiriens unter das russische Zepter nicht die ausschlaggebende Rolle spielte. Erst die darauf folgende Bauernkolonisation, die Pflug und Egge nach Sibirien brachte, schuf die Grundlage für feste Bindungen.Bei meiner Arbeit werde ich mich hauptsächlich auf die Werke von Ludmila Thomas 'Geschichte Sibiriens' und 'Iwan der Schreckliche und seine Zeit' von Ruslan G. Dabei fasziniert ihn besonders die Vorstellung des Bösen als inhärenten Bestandteils des menschlichen Charakters.Wie bei vielen anderen Menschen, ist die Überzeugung, dass Vernunft, Bildung und Zivilisation sichere Barrieren gegen das Böse sind, unmittelbar nach dem Zweiten Weltkrieg auch bei Golding zerstört. An die Möglichkeit, dass ein Gesellschaftssystem den Menschen moralisch perfektionieren kann, glaubt er nicht mehr. The collapse of the Berlin wall and the downfall of the USSR, the growth of the Pacific Asian economies and the expansion of new communication systems have dissolved the conventional threefold partition of the globe in the idea of a 'one world' structured on an axis organised in three principal regional blocks: North America, Western Europe, and Pacific Asia (cf. Taylor/ Flint 2000:4-5). Globalisation has altered all core tasks of the nation-state concerning territoriality, taxation and citizenship. The formulation of policies has shifted from the national context to a complex environment, which embraces the regional and international dimension. These circumstances have affected the representative role of the state as decisional system and have led to a situation, in which sovereignty is shared among multiple actors, who have to deal with new sources of legitimisation beyond the domestic environment (cf. Luhmann 1994:15-20). Thus, traditional foundations for the political order are destabilized due to the fact that 'vertically organised national cultures and national economies are gradually being replaced by new horizontal and global networks' (van Ham 2001:37-8). From this angle, the European Union (hereafter also EU or Union) could be conceived as a regional answer to the process of globalisation, in which European integration is adapting European societies, economies and political organisations to a globalised competitive rule system (cf. van Ham 2001). Nevertheless, if the understanding of the EU as a regional variant to globalisation explains the necessity of European integration, it leaves ground for questions regarding the changes in the relationship between governance and government. Moreover, assumed that European integration, owing its intergovernmental bias, is chiefly managed by national executives (cf. Moravcsik 1993), a multi-level system of governance undermines the core functions of governments as principal linkage between the institutional level of decision-making and the society (cf. Poguntke 2000).In this dissertation I will evaluate, at the example of the European Union, the hypothesis that governance has eclipsed government. The intention is to analyse if the European decisional system has destabilized the role of national governments and eroded the classical link between national institutions and society.
