Without either romanticizing or condemning, they concentrate on what social science actually knows about the outlook and behavior of the poor, what it needs to know, and how such knowledge can - and indeed must -be used if we are to have programs that come to grips with the real needs of the poor. Too often, the authors maintain, our various poverty programs have tended to emphasize the "pathology" and "non-adaptiveness" of the poor while ignoring their positive characteristics. The result has been programs that have sought to change presumably disturbed and deprived individuals so that they could adapt to institutions that were inadequate to begin with. But, as the authors demonstrate in their detailed discussions of education, mental health, community, and poverty programs, time and time again it has been the poor whose needs and demands have been the catalyst in bringing about major improvements.
