'I should deprecate setting up a special committee', wrote Mr. Churchill to the Secretary of State for the Colonies in 1940, 'We are overrun by them, like the Australians were by the rabbits.' On this, as on so many matters, it is probable that Mr. Churchill spoke for the mass of his fellow countrymen. Yet the use of committees is an ineradicable practice among the British people in almost everything they undertake. This book attempts to deal with one important sphere where committees are used - the sphere of government, both central and local. It examines some examples of six types of committee - committees to inquire, to advise, to negotiate, to legislate, to administer, and to scrutinize and control - and offers an opinion upon their effectiveness. As the principal instrument of his comparison, the author studies the role and relative importance of what he calls seven 'characters' in committee work - the official, the expert, the layman, the party man, the interested party, the secretary, and the chairman. The book is, in some measure, an essay upon the use and abuse of committees in modern British government. The author brings to his exposition of the subject some practical experience in the working of committees, more particularly as a member of the Oxford City Council since 1940.
