This is volume twenty-three in a set of 27 that contain letters and documents written by Hamilton, letters to Hamilton, and documents that concern Hamilton but were not written by or to him. All documents are presented in chronological order. In the seven months contained in this volume, Hamilton served as inspector general of the army raised during the undeclared war with France, and his correspondence deals with recruiting, supplying, and organizing the troops of the Regular and Additional Armies. During this period, Hamilton prepared his "Plan for the providing and issuing of Military Supplies," tried to implement rules adopted by President John Adams, and enforced the "Regulations Respecting Extra Allowances to Officers." This volume contains General James Wilkinson's report on the strengths and weaknesses of the Western Army. In foreign policy, Hamilton opposed Adams's decision to send diplomats to France to negotiate a new treaty, and he enlisted the assistance of James McHenry, Timothy Pickering, and Oliver Wolcott, Jr., in a failed attempt to force Adams to suspend the mission. Finally, this volume contains the first letter in a protracted dispute between Louis Le Guen, one of Hamilton's law-practice clients, and Aaron Burr. This volume deals in large part with Hamilton's role as Inspector General of the army authorized by congress to be raised in anticipation of a possible war with France. Much of the correspondence concerns the dispute over the relative rank of the three major generals, Hamilton, Henry Knox, and Charles Coatsworth Pinckney. The one ranked first would be second in command to George Washington in his capacity as commanding officer of the U.S. Army. At the conclusion of the American Revolution, Hamilton was outranked by Picnkney and Knox, but Hamilton was the favorite of Washington, while the other two were favored by President John Adams. Other documents relate to the day-to-day demands of recruiting, supplying, and organizing the troops, including Hamilton's "Army Lists," commenting on qualifications of Army applicants. This volume also contains letters and documents on the Federalist position on the Alien and Sedition Acts, opposition to President Adams's decisions and appointments. This volume, covering the last months of 1792 and early 1793, provides continued evidence of Hamilton's expert handling of the business of the Treasury Department. Among the book's documents are Hamilton's reports in response to the "Giles Resolutions," which were passed in the House in an attempt to discredit Hamilton's handling of the Treasury. Correspondence reveals the pressure put on the Treasury by American merchants and French diplomatic representatives as a result of strife in Santo Domingo. Other documents reveal Hamilton's part in the U.S. attempt to avert a war with the Indians on the northwestern frontier, and the government's problems with Spanish aid for Indian raids on the country's southern border. Hamilton's controversy with John F. Mercer is developed further in this volume, and political overtones appear in the Hamilton-Reynolds Affair, the first major sex scandal in American political history. In this volume, Hamilton, in his capacity as inspector general of the army, completed a detailed plan for the organization and administration of a proposed military academy, supervised the preparation of a system of tactics for the different branches of the army, conducted inquiries on the length and speed of the pace for infantrymen, and prepared a "Plan for the Formation of a Regiment for Exercise or Battle." At the request of James McHenry, Hamilton drafted several acts concerning the education and organization of military corps. This volume also includes John Adam's decision to purge his cabinet of Hamilton's principal supporters in the government, including dismissing Pickering and forcing McHenry's resignation, and Hamilton's trip to New England in June 1800. As Hamilton completes his third year as Secretary of the Treasury, his correspondence reflected administrative changes in Treasury, including the delegation of duties to the comptroller and commissioner of revenue. The sinking fund, payment of foreign debts, and negotiation of foreign loans occupied a major part of Hamilton's attention, as well as open resistance to excise, culminating in the Whiskey Insurrection of 1794. This volume also contains documents relating to Hamilton's life as a private citizen, including a search for a schoolmaster, acknowledgement of an honorary Harvard degree, and Hamilton's continuing interest in manufacturing. Finally, the correspondence in this volume shows the growing asperity in party politics, including disputed elections, and Hamilton's articles attacking Thomas Jefferson.
