Breakeven prices of separative work have been estimated by comparing expected generating costs of boiling light-water-cooled, heavy water reactors fueled with natural uranium (HWRs) with those of light water reactors. Separative work - the amount of separation done by an enrichment process - is a function of the concentrations of the feedstock, the enriched output, and the depleted tailings; and is expressed in units which are so calculated as to be proportional to the total input (energy/machine operation time) and to the mass processed. The same amount of separative work will require different amounts of energy depending on the efficiency of the separation technology. Separative work is measured in Separative work units SWU, kg SW, or kg UTA (from the German Urantrennarbeit - literally uranium separation work) The United States Atomic Energy Commission, commonly known as the AEC, was an agency of the United States government established after World War II by U.S. Congress to foster and control the peacetime development of atomic science and technology. President Harry S. Truman signed the McMahon/Atomic Energy Act on August 1, 1946, transferring the control of atomic energy from military to civilian hands, effective on January 1, 1947. This shift gave the members of the AEC complete control of the plants, laboratories, equipment, and personnel assembled during the war to produce the atomic bomb.
