Wie entwickelt sich der Bestand des Weißstorchs in Deutschland? Welche Auswirkungen hat die Agrarwende auf die Artenvielfalt? Um solche Fragen zur Entwicklung der biologischen Vielfalt in Deutschland beantworten zu können, sind zweckorientierte bundesweite Monitoringprogramme erforderlich. Mit dem Monitoring kann die Erfüllung von Berichtspflichten für internationale Richtlinien und Konventionen verbessert und vereinheitlicht werden. Außerdem kann mit dem Monitoring eine Datengrundlage geschaffen werden, mit der die Nachhaltigkeit der Politik und Wirkungen der Naturschutzinstrumente in Deutschland überprüft werden können. Die hier vorliegende Konzeption zum naturschutzorientierten Tierartenmonitoring berücksichtigt wissenschaftliche und praktische Aspekte: Umfangreiche Literaturstudien dienten als eine Grundlage für die Ausarbeitung der Erfassungsmethodik. Mittels Datenanalysen zur Variabilität ausgewählter Vogelarten und Trennschärfensimulationen wurde die Anzahl benötigter Stichprobenflächen abgeschätzt. Die Auswahl von Erhebungsverfahren, der Zuschnitt und die Lage von Probeflächen sowie die Anzahl der Probeflächen berücksichtigen die Ergebnisse aus der Literatur und den statistischen Berechnungen. Darüber hinaus wird ein Auswertungsmodell vorgestellt, mit dem Nutzungseinflüsse mit Hilfe ökologischer Gilden von Vogelarten analysiert werden können. Die Vorschläge für das Monitoring von Vögeln wurden aufbauend auf bestehenden Beobachtungsprogrammen und -konzepten der Verbände, Länder und des Bundes entwickelt. Das Programm besteht aus einzelnen Modulen, die nach den hier vorliegenden Vorschlägen stufenweise umgesetzt werden können. Modellhaft wird abschließend dargestellt, wie die konzeptionellen Überlegungen auf Tagfalter übertragen werden können. Bonn-Bad Godesberg.
