The author complains that a law confiscating the goods of Portuguese monasteries, cabidos and bishoprics was useful, but was passed too hastily. He proposes a number of changes to the law, including abolition of vinculos, revocation of royal gifts, abolition of the Companhia das Leizirias, sale of the property of corporations such as those already mentioned, and reduction of bishoprics. By p. 17, however, he's discussing the abolition of pensions for public employees, reduction of the civil service, abolishing the Conselho d'Estado Administrativo in favor of a new organization of the government., and a change in the way payments to the government are made.This letter is addressed to António José de Ávila (1807-1881), later Duque de Ávila e Bolama, a member of the Chartist faction who was at the time secretary of Commerce and Foreign Affairs; Ávila served as the prime minister of Portugal from January to July 1868, October 1870 to September 1871, and March 1877 to January 1878.Abel Maria Jordão de Paiva Manso, first Barão de Paiva Manso (Coimbra, 1801-1874), published this work under the pseudonym Bruno do Ceo, "Egresso da Ordem de S. Bruno de Convento de Laveiras." Paiva Manso studied canon law at Coimbra and became an eminent lawyer and jurisconsult, handling several notorious cases such as that of the murderer rancisco de Matos Lobo. In the Gazeta dos Tribunais, of which he was a co-editor, he published a large number of useful articles; he also wrote many works on jurisprudence, including the present Carta. The work itself has three parts and two appendixes where the author transcribes five 16th and 17th century descriptions and a vocabulary of Cafreal language spoken by the native peoples. The first part tells the history of Lourenço Marques and describes in detail everything about the territory and its administration. The second part exposes the conflicts with England related to the possession of this region. On the third part describes the relationship with the Boers of Transvaal. Levy Maria Jordão de Paiva Manso (Lisbon, 1831 - 1875) was a brilliant and precocious scholar and historian that stood out for his concern to substantiate his historical studies on detailed and thorough research in documental sources.
