Thereby, it adds to a growing body of literature on the external dimension of EU policy-making. To illustrate how EU-IMF relations have changed over the last 20 years, the paper first finds that member states remain the primary, but not the only actors. Second, it provides a descriptive account of EU-IMF relations in the observed period, both in its institutional and functional dimension. Its main finding is that institutional and functional interaction have not developed in parallel, i.e. that the increase in day-to-day engagement between the IMF and the EU through the activities of surveillance, lending and technical assistance, in particular as a result of the sovereign debt crisis in the euro zone, has not corresponded to formalization of EU-Fund relations.

In this essay, I argue against this perspective. I claim thatin comparison to Heart of Darkness, which indeed projects Africa as a negative foil for Europe, Rider Haggard manages to give Africa and its inhabitants, despite his literary shortcomings, a graceful quality not found in Conrad's work. While both authors depict Africa as 'the other world' in the way their ambitions and prejudices create an image with little historical accuracy, Haggard's embellished social utopia fails to display the deep-seated anxiety towards Africa Achebe finds in Conrad.

But despite strong Sikh nationalism, Punjab's sub-political system is comparatively weak. While the region is well off in comparison to other Indian states, a number of political and economic problems persist. By looking at Punjab's political history and the evolution of Indian federalism, I assess the degree to which these problems can be attributed to flaws in the federal design. In my view, they result from three factors: deliberate constitutional arrangements, especially regarding revenues, over-complexity and underdevelopment of local politics, and the political implications of Punjab's Sikh heritage.

However, there is still limited understanding of how these ventures perceive the value proposition of incubators and accelerators ¿ and whether their support needs differ from those of conventional start-ups. This study utilizes the framework of organizational sponsorship to explore the acceleration of social start-ups. It is based on in-depth interviews with the founders of 10 start-ups from an impact-oriented incubator in Duisburg, Germany. Through an inductive study of multiple cases, this research generates three main insights. First, the social-mission focus of these ventures leads to significant differences as compared to commercial ventures in how they perceive incubator benefits. Second, social start-ups profit more from intangible resources such as social capital and knowledge than from tangible resources such as seed funding. Third, incubators and accelerators need to adapt their service offerings to address the needs of social start-ups. This study contributes to the understanding of entrepreneurial support by presenting a systematic assessment of incubator and accelerator services from the perspective of social start-ups. Its main theoretical contribution is to extend the organizational sponsorship framework by proposing a novel support mechanism: impact acceleration. It provides practical recommendations for not only funders and managers of incubators and accelerators but also social start-ups seeking entrepreneurial support.
