Eldon was a retired Air Force colonel and an expert in computer programming and data processing, while Harlan was a professor and mathematics consultant to IBM. What they did was develop a model for calculating win probability as a function of inning, score, and base-out situation and then measure the change for each at-bat during 1969 season for every batter and pitcher. They paid Elias Sports Bureau to enter the data on punch cards and then tallied the results." (SABR).
