Thus by their very nature and the sometimes irrational emotions that are stirred by their proposed use, the d…ecision to use such weapons is taken from the hands of the Commanders and retained under political control. Nuclear weapons have been used twice in history, at Hiroshima and Nagasaki, in strategic circumstances to end the war against Japan and save the massive casualties which would have resulted on both sides from an invasion of the Japanese mainland. Thus we have some idea of their effects against cities and civil populations but have as yet never been used against troops in the field. Likely effects have been assessed from live weapon testing and by using simulators. But although we have a fair knowledge of the effect on equipment and the physical and physiological effect on men, we have no experience of the effect on morale.
