Legacies tend to be malleable and changeable; impacts vary in their depth and focus. History has a way of redefining the contribution of a presidency as well as the skill with which a president exercised his leadership. Moreover, a president's final consequence is frequently shaped by factors well beyond his control - the decisions made by the next occupant of the Oval Office can do much to institutionalize or neutralize change. The debate on the lasting impact of Ronald Wilson Reagan's administration is well underway. In May 1988, the Institute of Governmental Affairs at the University of California, Davis, hosted a three-day conference on the legacy of the Reagan presidency. The meeting brought together scholars, journalists, a former president, and administration officials. As Thomas E. Mann, director of the governmental studies program at The Brookings Institution, noted when convening the conference, the characteristics of the Reagan impact include a detachment from policy; an Ideologically derived commitment to specific policy priorities; and the captivating, disarming personality of the man himself. These characteristics are borne out by this volume's contributors. These nineteen scholars review the Reagan administration's impact in four areas: foreign policy, economic and fiscal policy, institutional changes, and electoral and congressional relations.
