The dust jacket is in fair condition (intact, but soiled, crinkled along edges). 8 ¼ x 5 ½, 223 pages, 15 ounces XX [From the Introductory Observations] it is difficult to discuss, and not be judged amiss, a subject wholly, or largely, political in character. The District of Columbia, while not a political unit, as a state, in Congress, and in national affairs, it has always been an asset in political reckoning, from the founding of the federal government. To deal fairly with the subject before us, to give it the clarity and brevity desired, and desirable, not a little political and historic matter, about which good and great men have not always agreed, must be discussed secondly, and without apology, in the succeeding pages. The fortunes and misfortunes of the people of this district have figured more frequently and more largely in the political problems, and have been more involved in the political changes, incident to the nation's growth, than is at present very generally suspected. Not the least interesting portions of the story of the Federal Capital are found in the events appertaining to how there came to be such a territory carved out of two sovereign states, upon the banks of the Potomac. It did not exist as a colony, as had the several states; but was created by and with the national government, and the adoption of the federal constitution. Why such a territory appeared to be necessary, we can better understand, as we may be able to get the points of view of the distinguished citizens who framed the Constitution; why they reasoned as they did, with the conditions that confronted them, 130 years ago.
