The group from FORJA that surrounded Merchant was, without a doubt, the most serious nucleus that Peronism had in terms of thought. Men like Julio César Avanza, like López Francés, like Jauretche. Avanza, precisely, was the promoter of the most varied cultural expressions, including the Cultura magazine, in which Marechal, Guglielmini, Derisi, Dávalos, House, Cascella, Sepich, Castellani, Schiavo and many others collaborated. Each issue of the Culture magazine closes with a cover that says "Colonel Domingo A. Mercante and Minister of Education, Doctor Julio César Avanza, was published as Governor of the Province." That final note points not only to those responsible for a cultural production of the province of Buenos Aires, it also seems to be a hallmark in relation to other publications arising from the official scope. The most forceful definitions appear in the section "Facts of culture" that accounts for different events that took place in the province of Buenos Aires: exhibitions, contests, trips, some conferences, concerts. Culture allows to glimpse - in the small print of the section - some distinguishing marks between the provincial ministry headed by Avanza and the national one in charge of Oscar Ivanissevich.
