Juel war einer der bedeutendsten dänischen Maler des 18. Jahrhundert. Er studierte zuerst in Hamburg, dann an der Königlichen Kunstakademie Kopenhagen und später bis 1774 bei Anton Graff in Dresden. Reisen führten ihn nach Rom, Paris und in die Schweiz. 1780 zurück in Kopenhagen wurde er zum Hofmaler und Professor ernannt und war 1795-1797 und nochmals 1799-1801 Direktor der Kopenhagener Kunstakademie.
