"La situation était exceptionnelle. Pour la seconde fois en quelques mois Paris était assiégé mais cette fois par des forces gouvernementales qui venaient d'en être chassées par l'émeute le 18 mars 1871 ; une des conséquences en fut que les chefs de poste des représentations diplomatiques accréditées auprès du Pouvoir exécutif de la république française suivirent presque tous le gouvernement légal dans son repli vers une ville proche pouvant lui servir de base de reconquête, Versailles. Néanmoins une obligation s'imposait aux Etats étrangers : assurer la protection de leurs nationaux restés à Paris. Dans le cas de la Belgique, la confusion régna pendant plusieurs semaines. Certes, comme la plupart de ses collègues, le baron Beyens se rendit très tôt à Versailles, laissant alors à un conseiller de légation, Théodore de Bounder de Melsbroeck, puis à un secrétaire de légation, Georges Neyt, le soin de gérer au mieux la situation sur place, mais ce mandat ne fut pas entériné par le gouvernement belge qui manifestement ne voulait pas se lier par des instructions précises ; les diplomates restés à Paris n'apprécièrent guère cette prudence, craignant d'être désavoués lors d'un possible faux pas de leur part. On le découvrira au travers de ces lettrs qui, pour la compréhension du sujet, dépassent la période durant laquelle Paris fut stricto sensu aux mains des insurgés. Mais l'on découvrira aussi la vie interne de la Légation, la tentative d'envahissement dont elle fut l'objet, les efforts fournis pour aider les Belges dans le besoin, pour leur assurer un éventuel rapatriement ou pour tenter de faire libérer certains d'entre eux emprisonnés par la Commune. Autre sujet de préoccupation pour les diplomates, la création d'une Légion fédérale Belge composée de volontaires partisans du nouveau régime. Analyse de la situation militaire, considérations sur la vie politique menée par Adolphe Thiers, commentaires sévères sur la rigueur de la répression, tous ces éléments fournis quasi au jour le jour constituent au départ de sources inédites un large ensemble de données.

An attractive portrait of a notable Suffolk trainer of pointer dogs : Cotton Decks, at the age of 75 with gun in hand rides his horse through a clearing, two pointers running alongside. The original inscription below has been removed, either before the 1780s in keeping with the fashion for trimming to keep in a print portfolio, or c1880s when there was a vogue for painterly colouring of engravings. According to the copy in the British Museum, the inscription reads Cotton Decks of Stanfield in Suffolk Aged 75 . a Noted Breaker of Pointers, has attended New Market meetings these 30 Years past is Qualified to Hawk, Hunt &c by the Honble Chas Bertley and: F. Sartorious pinxit/Robt Lowrie fecit/ London. Printed for Robert Sayer, Map & Printseller, No. 53 in Fleet Street, as the Act directs 2 March 1772 . Mezzotint (margins expertly extended) on laid paper. A fine early mezzotint after an equestrian portrait by the mid-18th century master Francis Sartorius Robert Sayer issued four mezzotint portraits of well-known racehorses after Sartorius, each with details of their successes, and dated 10 January 1770. The present print is probably somewhat later. Francis Sartorius was born in Nuremburg and came to London with his father, John, in the mid-18th century. "Francis exhibited paintings of racehorses, hunters and hacks in London between 1773 and 1791, including twelve pictures in the Royal Academy. Mezzotints by T. Burford, good condition, strong impressions. Mounted, framed and glazed. Dimensions: 250 x 345mm. (9.75 x 13.50 inches). Fine and rare mezzotints of horses, published separately. Siltzer records the charming naivety of Sartorius's work, referring to them as from 'the school of the wooden horse with their hind feet stuck fast in the ground'. He goes on to comment on the scarcity of such works which undoubtably influenced his son, John, who became known as a sporting artist. Siltzer p.242.
