Four plates of floor plans of Longford Castle. 60 pp. 8vo, orig. tan printed wrappers. [London: Chiswick Press]; "To be Obtained from the Housekeeper, Longford Castle," 1910. "Third edition, edited and revised by William Barclay Squire, F.S.A."; this is the most complete record of the collection. Radnor (1868-1903), was a promin…ent Conservative politician and his mother Helen Matilda Chaplin (1846-1929) helped compile this catalogue. The collection began with the father-son pair of Sir Jacob de Bouverie, 1st Viscount Folkestone (1694-1761), and William, 2nd Viscount and later 1st Earl of Radnor (1725-76). The former purchased more than 100 pictures, including works by Holbein, Moroni, and Poussin. Some of the paintings featured in this catalogue now reside in the National Gallery, London and the Metropolitan Museum of Art. Poussin's The Adoration of the Golden Calf also went to the National Gallery in 1945, while his The Crossing of the Red Sea resides in the National Gallery of Victoria. William Barclay Squire (1855-1927), was an important scholar of music and a librarian. The catalogue lists 222 pictures, 104 family portraits, and 47 miniatures, which are all arranged by their location in Longford Castle. Most are described with biographical information on the subject or artist. There is an index of painters at the end. The floor plans show Longford Castle in 1678 and 1898, highlighting the added rooms and features. Fine copy. Inscription on title-page: "Cynthia, 18 June 1955.".

On both sides of a 37 x 24 cm piece of paper (i.e. half a 'pinched post' folio leaf), with 1806 fleur-de-lys watermark. Folded twice, to make eight 24 x 9 cm panels (four on each side), in seven of which Perceval has written his notes in a close and neat hand. The eighth panel forms the outside of the folded paper, and on this P…erceval has written 'Parliamentary | Miscellaneous'. In fair condition, lightly aged and worn. Dennis Gray, in his biography of Perceval, states that he 'took particular interest in the customs and excise where "not the smallest part of the public money could be expended in extraordinaries, without its being submitted to his consideration"'. The document, which is not signed, consists of Perceval's rough notes for a parliamentary debate (there are references to 'Ld. Folkstone [sic]' and the Committee of Ways and Means), and can be dated to 1808, as at one point in it Perceval writes: 'Instance in Brandy act of last year See Back', this being a reference is to a panel headed '47. G. 3. C. 27 passed 17. M. 1807 | = | take place on all foreign Spirits on wh. the whole of the Duties shall not have been paid before the 19: Feb. or which shall on or after the 19. Feb. be in any warehouse under lock of Officers of Customs or Excise'. The act referred to here is 47 Geo. III. c. 27, 'For granting to His Majesty, until twelve months after the Ratification of a Definitive Treaty of Peace, certain additional Duties of Excise on Brandy in Great Britain', passed 17 May 1807. At one point Perceval includes the heading: 'The Expost [sic] Facto Law', following this with a panel headed: 'Retrospect - | This an objection, not founded on any [virtue?] in the word expostfacto | - But founded on an important principle of fundamental justice in Legislation | - which applies differently as to the subject matter - | if penal Law - | heighth of injustice, to impose punishment by retrospect on an act innocent at time; | as to financial Law | Injustice must consist either in this that by imposing a duty on article after I have speculated in it, - It may be that you may disapprove at my speculation, & that I would not have, manufactured, produced, or imported it, but in the hope of being able to sell it without the [burthen?] of duty. | This objection not only apply to expostfacto, but to contemporaneous that is to every duty which can be imposed either of Customs, or Excise | - and should require that you should give [?] opportunity of getting rid of all his stock before the duty should attach - | does not apply to this more than to any other duty.' Further on he writes: 'Let me ask whether the same would not exist in this - | Suppose importation of Articles on Monday & Tuesday next & Act to pass on Wednesday with no retrospect, | Would not importer of those articles charge the tax on his Sale, just as much in the instance of its being a Custom Ho duty, as an excise one -'. And elsewhere: 'This gives up the whole argu[men]t on the Excise -', and '- all these objections applying Equally to Excise, as to Customs, wish to know what remains of difference but the name? | Hon Aldn. [?] left unexplained. | May be said in objection to Minister that Foreign Merchant defrauded in expectation of finding Market unchanged -'.

Much of the provenance information contained in this work is published for the first time, following research by Helen Matilda, the Countess of Radnor. Some of the paintings are attributed to Hobbema, Rubens, Van Dyck, Holbein, Poussin, and Claude Lorrain, among others. In this copy several items are tipped onto endpapers including a letter from the Earl of Radnor and newspaper clippings showing a few paintings.

LEGAL MANUSCRIPT. 9.5 x 15.25 inches. [4] leaves. Manuscript on parchment with embossed stamp, signed by Lord Radnor and Viscount Folkestone and witnessed by R. C. Corbett. Traces of former folds with short title on former top fold. Some griming of outside folds but otherwise in good condition. Illustrated by hand coloured site…plan. William Pleydell-Bouverie, 3rd Earl of Radnor (1779-1869), the Lord of the Manor of Folkestone and his heir, Jacob Pleydell-Bouverie, Viscount Folkestone (1815-1889) lease a plot of land on the Leas to Robert Ballard Johnstone. He is to construct a house and outbuildings of brick or stone on the site, at a minimum cost of £1,500, to an approved design. The lease was for a period of ninety nine years and covenants forbade 'the demised premises to be occupied by any person carrying on therein any trade or business whatsoever and not to use.for an Asylum Dispensary or other similar Institution.' The adjacent property to building site on the plan was occupied by Revd. Chas. Parsons, whose address in the 1878 Kelly's directory is given as 3, The Leas so that the site would presumably become no. 4. In the 1960 Kelly's, nos. 3/4 were occupied by the Bristol and nos. 5-6 by the Wythenshawe Hotels. All these buildings were subsequently demolished and replaced and consequently the 1862 building is no longer in existence.
