The book offers a detailed examination of how Ireland transformed its tourism sector through strategic policy interventions, addressing challenges such as infrastructure development, marketing strategies, and the balance between promoting economic growth while preserving cultural authenticity. Deegan and Dineen trace Irish tourism policy from independence (1922) to the mid-1990s, explaining why successive governments regarded visitor flows, foreign exchange earnings and rural job creation as strategic objectives. After outlining performance indicators and benchmarking techniques, the authors examine five policy arenas in depth: regional development and transport access; overseas marketing and destination branding; EU structural-fund support and the 1992 Single Market; the environmental costs of rapid expansion; and the special case of Northern Ireland during conflict and transition. Drawing on Bord Fáilte statistics, input-output models and stakeholder interviews, they show that generous fiscal incentives and coordinated marketing delivered impressive growth in arrivals and receipts but also produced acute seasonality, spatial imbalances and capacity bottlenecks. The closing chapter distils lessons for small open economies: the need for stable long-term funding, inter-agency coordination and rigorous performance measurement.
