In their previous book, 'The Offenders', the authors went well ahead of contemporary thinkers by demanding that an end to the death penalty should not be bought with promises of punishments no less cruel, such as life imprisonment.Tthis book marked an even more revolutionary step forward. In it they call for no less than the total abolition of the prison system. They argue, using many case histories, that punitive incarceration is a barbarism that has no place in a civilised society; that, despite its continuing pretensions, it corrupts rather than reforms; and that one cannot punish and treat by the same operation. On these foundations, the authors present a blueprint for a new order of criminal justice aimed at preventing, not avenging crime. But they eschew sentimentality or wishful thinking. They are convinced that most offenders can be deterred by punishment. Accordingly, they have worked out an entirely original system of financial penalties with teeth in it. They are equally convinced, however, that most serious offenders, being mentally or socially abnormal, are the greatest challenge to society. For them treatment is essential, and the authors outline a treatment system based on first-hand researches into pioneer projects being attempted in Holland, Scandinavia, the USA, Mexico, Brazil, West Germany and France, as well as in Britain. In a final chapter, the authors face the question of converting Government and public opinion to their revolutionary but wholly rational concepts. The role of the Press is especially emphasised. A book which tells in absorbing details the story of 6 criminal trials, 4 of them for murder, 1 for armed robbery, and one for high treason. It throws fresh light on the question of capital punishment, not all of the arguments put forward being palatable to 'contemporary abolitionists'. It also poses, directly and by implication, the whole question of relationship between the individual and society. The trials dealt with are those of Neville Heath, hanged in London in 1946 for the perculiarly repulsive murder of 2 women; Irma Grese, the notorious woman S.S. Guard at Belsen, at whose trial one of the authors was a prosecution witness; of the Rosenbergs, electrocuted in America in 1953 for giving atomic secrets to Russian agents. The other 3 are less well known - that of Rudi Brettinger, a 20yr. old youth found "not guilty by reason of insanity" of armed robbery at Baltimore; Joseph Redenbaugh, given life imprisonment for murder at the age of 19, also in the US; and Aake Horsten, a Swede, who murdered a girl with a hatchet and was sentenced to prison for 10yrs. Each of these cases has its psychopathological angle, each is used by the authors with great skill to point the question "what are the motives which induce societies the world over to condemn some men and women to death, to punish others by imprisonment, to treat some as mentally ill, to allow others to go scot free?" He was closely involved in international aspects of postwar planning, including former colonies, in south-West Africa (now Namibia), and became the Commonwealth Office expert on French West Africa. He became assistant secretary in the CO in 1946 (and head of the West African department), but resigned in 1948 to become reader in Commonwealth government at Oxford and subsequently director and professor of commonwealth affairs at the Institute of Commonwealth Studies in London.
