Pages are virtually pristine and intact except for two small dampstains at bottom edge, light age toning, and splitting and slight chipping along spine. A Very Good copy. This pamphlet is No. 25 in a series of pro-Union articles issued by the Loyal Publication Society of New York. The Society was founded in early 1863 to help boost morale for the Union cause through the circulation of pro-Union pamphlets after the Union had suffered a series of defeats in the American Civil War. This pamphlet contains the printed text from two letters. The first letter (about twenty-one pages long) was originally written by Robert Dale Owen (1801-1877), an Indiana politician, to Secretary of State William H. Seward (1801-1872). The other letter was written by Secretary of the Treasury Salmon P. Chase (1808-1873) to the Loyal National League. In his letter, Owen discusses the "Non-Intercourse Law" passed on July 13, 1861 which recognized Confederates as public enemies whose land and property could be confiscated by the federal government. He says that Confederates during the War are treated like "alien enemies" from a foreign country and thus lose Constitutional privileges and protections given to American citizens. Owen argues that no senator or representative elected by Confederates can take seat in Congress. Amid talks of a potential truce, he explains any treaty made before the War has been voided by the War and can only be "reinstated" by a new treaty, not a mere "cessation of hostilities." Owen argues against a truce because he believes it to be unwise to make concessions when national peace cannot be secured. He then discusses Reconstruction measures regarding the South. Owen pointedly counters Seward's apparent request to see Congressional seats filled and says he does not want to "see the nation 'duped for the sake of peace,'" referring to the writings of Emer de Vattel and Alexis de Tocqueville. He worries that filling the seats with Confederate politicians will only allow them to usurp the Union through pro-Confederate legislation. Owen also denounces the "delusion that this Republic may be reconstructed part free, part slave, and yet remain, in permanence, at peace" which he says is forwarded by the Copperheads. He says the respective goals of the Union and the Confederacy are to have a nation that is either all free or all slave. Owen quotes an ominous statement by Confederate leader Alexander H. Stephens who said that the Confederacy will be the first government in the world to be based upon the enslavement and degradation of black people. Owen quotes Confederate senators to show that they plan to put any abolitionist to death. He elaborates, ". no man known to be opposed in principle to Slavery, will be able to cross Mason and Dixon's line, without imminent risk of life." Owen also quotes the 1862 Confiscation Act which secured the freedom of slaves who either escaped to Union lines or were freed by the occupation of Union forces. He explains this Act aligns with laws of war because a nation at war is permitted to confiscate property that aids the enemy; he says slaves fulfill this category and can thus be confiscated by the Union. Owen also defends the Emancipation Proclamation and says it is recognized by the law of nations. Chase's letter to the Loyal National League is in the back and only three pages long. In his letter, he ardently expresses his confidence that slavery will be completely expelled from the United States. He also proclaims his support for treating freed slaves not as "cattle" or "contraband" but as "men." Chase says, "We need their good will, and must make them our friends by showing ourselves their friends." He resoundingly encourages the enlistment of African Americans in the Union Army.
