Un año antes, la aparición del misterioso mensaje "Taki 183" había hecho aumentar tanto la curiosidad de los neoyorquinos que el New York Times envió uno de sus reporteros a determinar su significado. Multitud de funcionarios públicos, entre ellos el alcalde de la ciudad John V. Lindsay, desarrollaron políticas públicas orientadas al fenómeno.
