Der Arzt und Jurist César de Paepe (1841-1890) ist als Pionier des belgischen Sozialismus und Begründer des kollektivistischen Anarchismus bekannt geworden. Seit der zweiten Hälfte des 19. Jahrhunderts kam de Paepe eine wachsende Bedeutung in der sozialistischen Bewegung. Ohne die zuvor vertretenen Theorien Proudhons zu verwerfen, bezog er als Mitglied der Ersten Internationalen zeitweise die Standpunkte der um Karl Marx gruppierten Fraktion. Durch seine Versöhnungsversuche zwischen den anarchististischen und marxistischen Fraktionen isolierte er sich in der sozialistischen Bewegung. Auf dem Kongress der Internationalen Arbeiterassoziation, der 1886 in Brüssel stattfand, vertrat er die Meinung, dass das Recht auf Grundeigentum weder den Assoziationen oder Kooperationen noch dem Staat überlassen werden dürfe. Seiner, auf Michail Bakunin zurückgehenden Überlegungen entsprechend, sollte der Besitz von Landgütern der Dorfgemeinschaft (Mir) an die agrarischen Kommunen übergehen.
