Miller played a key role in communications, speechwriting, and managing the family's public image. She was deeply involved in handling correspondence with the public, particularly regarding the legacy of President John F. Kennedy. After retiring, she continued to support Kennedy-related initiatives and historical preservation efforts. She passed away in 2022 at the age of 77. A unique association to one of the people who played an active role in creating the laws passed here. This first edition records the actions of the first session of the first United States Senate, which met at Federal Hall in New York City from March 4 to September 29, 1789. The Senate did not achieve a quorum until April 6, when both houses assembled to count the electoral votes for president (recorded here on p.7).John Adams' first address to the Senate over which he presided (pp. 16-18) is followed by George Washington's first inaugural address (23-25). Of particular interest are two versions of what would become the Bill of Rights. James Madison, proposed a series of amendments on June 8, 1789. After considerable debate, on August 24 the House approved 17 proposed amendments and sent them to the Senate for consideration (103-107). Over the next few weeks, the Senate reduced those 17 articles to 12, which it passed on September 9. A few weeks later, on September 25, both houses approved the final version of 12 articles (163-164).President George Washington sent them to the various states on October 2-3. By December 15, 1791, the required three-quarters of the states had ratified ten of the amendments, which became the "Bill of Rights."This Senate Journal is one of only two 1789 book printings of the Bill of Rights, along with the Acts Passed at a Congress of the United States. Both were printed in New York soon after the end of the session on September 29. On October 5, 1789, Francis Childs and John Swaine announced through their newspaper, The Daily Advertiser, that "This Day is Published, And to be sold by the Printers hereof, Price One Dollar, The ACTS, Passed at the first session of the first Congress of the United States of America. To which are annexed a correct copy of the Constitution of the United Staes, and the amendments proposed by Congress to the same."[1]In July 1789, Thomas Greenleaf had begun soliciting subscribers for the Journal of the Senate through his newspaper, The New-York Journal, and Weekly Register.[2] Through the issue of October 8, he informed subscribers that they could pick up copies, beginning on Saturday, October 10.[3]Excerpts[John Langdon of New Hampshire"declared to the Senate, that the Senate and House of Representatives had met, and that he, in their presence, had opened and counted the votes of the Electors for President and Vice President of the United States.whereby it appears, that George Washington, Esq. This issue appeared in Philadelphia after the nation's capital was moved there, and the printers had set up shop. All early printings are scarce, especially those of the first three sessions. This publication contains an early printing of the original twelve articles of the Bill of Rights, of which only ten were ratified, as well as acts establishing the departments of State, War, and the Treasury. The acts of the second session included the establishment of the temporary and permanent capitols, treaties with the North American Indian tribes, and the "Definitive Treaty of Peace between the United States and His Britannic Majesty." Childs entered into partnership with John Swaine (1762-1794) in 1789, and they later opened an office in Philadelphia and conducted printing for the United States government, including the Journals of the House of Representatives and the Acts of Congress, through 1798. Philip Freneau (1752-1832) published the Democratic-Republican National Gazette at Childs and Swaine's printing shop in Philadelphia to counter the Federalist Gazette of the United States. Book.

This issue of The Massachusetts Sentinel reprints the article "Remarks on the first part of the Amendments to the Federal Constitution, moved on the 8th inst. in the House of Representatives" from…the Federal Gazette of Philadelphia. Written by Tench Coxe, over the pseudonym "A Pennsylvanian," the article declares that "the people must rejoice to find, that their rulers, of however diversified opinions, are equally anxious for their country's happiness." This commentary is addressed to the nine amendments that James Madison introduced on June 8, 1789, before the House committee of which Madison was a part revised them. On June 18, 1789, Coxe wrote to Madison, "I observe you have brought forward the amendments you proposed to the federal Constitution. I have given them a very careful perusal, and have attended particularly to their reception by the public. The most decided friends of the constitution admit (generally) that they will meliorate the government by removing some points of litigation and jealousy, and by heightening and strengthening the barriers between necessary power and indispensible liberty. In short the most ardent & irritable among our friends are well pleased with them." Coxe continued, "It has appeared to me that a few well tempered observations on these propositions might have a good effect. I have therefore taken an hour from my present Engagements, which on account of my absence are greater than usual, and have thrown together a few remarks upon the first part of the Resolutions. I shall endeavour to pursue them in one or two more short papers. It may perhaps be of use in the present turn of the public opinions in New York state that they should be republished there. It is in fed. Gazette of 18th. instant."[1] Coxe's second essay in support of the amendments appeared in the Federal Gazette on June 30 and in the Massachusetts Centinel on July 11.[2]Excerpts"The first article, pursuing the Republican spirit with which the Convention of 1787 designed to animate every part of the Constitution, declares in the most unequivocal terms, that all power is the exclusive right of the people. that whenever this frame of government shall prove unequal to the attainment or destructive of that essential object, the publick good, it must be reformed or altered, and that it can be at any time reformed and altered by an indubitable, unalienable and indefeasible right, which always remains in the people. This is indeed the creed of liberty, to which every American will give his unqualified assent." Patterson and educator and activist Mary McLeod Bethune; he was the executive director of the organization from 1944 to 1964, suggesting that the photographs are promotional and date to this period. Even after the reduction, the House and Senate continued wrangling over language, especially in the third article (which would become the First Amendment) and the eighth article regarding trials (the Sixth Amendment).The Proceedings of Congress report in this issue is dated September 23, but the Journals of the House and Senate don't show action that day. This could provide new information on the timing of the debates, but at the least this reflects the House's agreement on September 21 to ten points proposed earlier by the Senate.
