Culbertson had been a revolutionary agent before becoming an expert at contract bridge, among other gambling systems. The threat of war in the 1930's brought a return to politics. This work was published in the year he founded the Citizens Committee for United Nations Reform, and is oddly elusive in the marketplace, and is a fascinating if little known work connecting geopolitics with game theory.
